This job holder will implement the Ministry’s relocations and retrofitting projects, to ensure the development projects are administered and executed to the satisfaction of stakeholders and project deliverables are achieved within stipulated desired outcomes such as completed within stipulated timelines, budgets and in compliance to the relevant statutory requirement and governance, etc. Responsibilities • Understand the facilities management requirements of a government office building • Manage and coordinate with various stakeholders to establish the workflow to gather users’ requirements • Manage procurement of professional services such as consultants, contractors, etc in accordance to stipulated guidelines and SOP • Ensure compliance to systems and controls setup for managing variation orders, seeking approval, budget utilisation and progress updates • Prepare project brief and assist depts / agencies to determine and manage functional requirements, project scope, time, costs, and quality targets such as workplace safety • Ensure cost of the project is within predetermined limits and continuously seek value-for-money opportunities while maintaining and improving project outcomes • Execute the handover of completed site to MOM’s core teams for proper transition of assets/inventories, facilities maintenance, and records management Requirements • Background in Architecture, Engineering, Quantity Surveying, or related building disciplines • Experience managing an Integrated Facilities Management contracts for office buildings • Project management experience of at least 5 years in a middle management capacity for large scale/ complex public sector projects. • Self-motivated and able to work independently and efficiently with multiple stakeholders • A team player with excellent interpersonal, written and verbal communication skills • Strong analytical skills and attentive to details • Able to multi-task and work under pressure to meet tight timelines • Versatile and adaptable in a complex operational environment
