Learn more: https://go.gov.sg/civiliangeneralist The purpose of CCS is to provide an integrated safety, estate management and financial services that ensure a secure, efficient and sustainable training environment for the Home Team Academy. This role ensures that physical facilities, training environments, and supporting systems are aligned with evolving operational needs, technological advancements, and climate change. Responsibilities The incumbent serves as a Senior Executive responsible for estate planning, infrastructure development, facilities improvement, asset governance and sustainability initiatives. Infrastructure Development & Upgrading Projects • Plan, coordinate and execute infrastructure upgrading and development projects with users, consultants, contractors and relevant stakeholders for training facilities, learning spaces, accommodation facilities and common estate infrastructure. • Support the implementation of HTA Campus Transformation and infrastructure enhancement initiatives. • Monitor service performance by FMM and IBC and recommend process improvements to enhance operational effectiveness and user satisfaction. • Support the development of data-driven estate management practices and reporting capabilities. Asset Management, Governance and Sustainability • Oversee lifecycle management of EMSB assets, including acquisition, deployment, maintenance, transfer and disposal activities. • Ensure asset records are accurately maintained and updated in iLMS in accordance with prevailing Government asset management requirements. • Conduct asset verification exercises, stock-take activities and support audits. • Assist SAD EMSB in managing and monitoring the annual EMSB operating expenditure budget for estate management, facilities operations and logistics support. • Manage and monitor term contracts and service contracts under EMSB's purview. • Assist SAD EMSB to implement green infrastructure and sustainability initiatives aligned with national sustainability policies, Whole-of-Government sustainability directives and HTA's long-term sustainability goals. Requirements Qualifications • Bachelor's Degree in Estate Management, Facilities Management, Building Services, Project Management, Architecture, Construction Management or related disciplines. • Preferably 2 years of relevant experience in estate management, facilities management, infrastructure development, project management or asset management. Experience & Competencies • Strong project management and stakeholder engagement skills. • Good analytical and problem-solving abilities. • Strong report-writing, presentation and communication skills. • Able to work independently, manage multiple priorities concurrently and is a good team player. • Proficient in Microsoft Office applications (Word, Excel, PowerPoint and Outlook). • Familiarity with Power BI, AI tools, data visualisation tools and digital collaboration platforms.
