The Municipal Services Office (MSO) was set up in 2014 to improve the coordination, delivery and quality of municipal services by the Government and Town Councils. These services include the upkeep and improvement of common areas in public and private housing estates, and the upgrading or provision of neighbourhood infrastructure. Having reaped these early, low-hanging fruits, MSO and our partner agencies are now on a multi-year effort to more fundamentally integrate and optimise decision-making and ground operations across the sector. We are transforming the way works are scheduled and manpower deployed on the ground, multi-skilling workers to perform several adjacent job functions and deploying operations-technology meaningfully. We piloted this new integrated operations service delivery model, which delivered promising outcomes. The MSO Integrated Operations (IO) team is now working with agencies and industry on the next phase, to scale the integrated operations to more towns, reaping even greater benefits for residents, industry and Government. We are looking for experienced Procurement officers to join the IO team, for this exciting journey to scale up the integrated operations. Responsibilities Procurement a. As part of the IO procurement team, the team will need to lead and coordinate end-to-end procurement for IO expansion and related projects, spanning industry engagement, tender specification development, evaluation, and contract award; b. Manage procurement processes for IO projects in full compliance with the IM on Procurement and any other related agency-level requirements; c. Engage industry players, vendors, and relevant agencies (e.g. JTC, HDB, NEA, NParks) to assess industry readiness and surface best practices across targeted sectors, focusing on but not restricted to facilities management disciplines such as cleaning, landscaping, and infrastructure maintenance; and d. Develop and execute negotiation strategies to secure favourable terms, pricing, and service levels for the Government, while preserving sufficient commercial headroom for suppliers to invest in and grow their capabilities and transform. Contract Management a. Monitor contractor performance against agreed performance indicators, put up performance reports to management, and lead dispute resolution as required; b. Oversee the full contract management lifecycle, alongside of the operation team, including but not limited to contract variations, exercising of options, getting approvals for purchase orders, timely renewals or terminations, ensuring prompt payments to contractors/vendors, timely collection/return of security deposit and insurance from/to contractors/vendors, and all submissions are properly documented and processed; c. Conduct regular contract reviews and risk assessments to surface improvement opportunities and mitigate potential issues; d. Review and submit contractors' annual financial and FTE audit reports to assess and facilitate bonus entitlement payments where applicable; e. Coordinate with stakeholders including internal stakeholders (e.g. Senior Management) and external parties (e.g. government agencies, suppliers) to advance project objectives; and f. Carry out any other procurement and contract management matters relating to IO. Requirements Functional Skills: a. Strong foundation in Public Sector procurement, with familiarity in Public Sector procurement processes b. Prior experience with Project Management would be an advantage c. At least three years of experience in the public or private sector procurement role Qualifications & Others: a. Strong analytical skills, attention to detail, and ability to manage multiple workstreams concurrently b. Confident communicator with good writing and presentation skills c. Positive attitude and self-motivated d. Good interpersonal skills, and able to effectively interact and build relationships with diverse internal and external stakeholders e. Able to work well independently and as a team f. Possess a self-driven attitude and being instrumental/ resourcefulness with problem solving g. Able to anticipate challenges before they arise, pro-actively spotting opportunities for innovation, and continuously reimagining how resource management and programme evaluation can be done better.
