The successful job holder will join a team of procurement professionals at HTX Central Procurement Office (CPO) which is responsible for the procurement of a wide range of goods and services for all MHA Home Team Departments (HTDs) and HTX requirements. Responsibilities The job holder will be responsible for the following: • Work closely with the HTX divisions, MHA Home Team Departments (HTDs) and MHA HQ (MHQ) in developing appropriate procurement strategies / approaches to achieve effective procurement in supporting the departments’ operations. • Prepare tender documentation and manage the tendering and award process using Government’s electronic procurement system, to ensure timeliness of procurement and contract implementation. • Provide professional advice to HTX divisions, HTDs and MHQ division on best practices in sourcing, contract management and supplier management practices. • Conduct spend analysis on procurement data to formulate long term procurement strategies for better management of procurement for effective procurement. • Capture lessons learnt as case studies including good practices and irregularities and present at procurement Community of Practice forums and / or in-house courses for sharing and learning. • Other ad-hoc initiatives and projects may be assigned. Requirements • Possess a tertiary qualification. Candidates with procurement experience and/or experience in the Public Sector with knowledge on Government Procurement procedures, will be preferred. • Keen interest in developing as a procurement professional • Able to work in a dynamic fast paced environment and manage workload well • Strong analytical and communication skills • Must be able to work well in a team • Experience with AI tools or keen to learn and apply AI technologies to improve procurement workflows and decision-making All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
