Step 2 · The role

Accounting, Audit, FinanceProcurementcontractdirector

You will be part of MND’s Finance team and play an important role in providing procurement and revenue contracting advisory, and support to HQ Divisions within the Ministry. You will also be required to liaise with MND’s Statutory Boards and Central Agencies on procurement and revenue contracting related matters. Responsibilities Procurement Transformation & Strategy (a) Undertake review of internal procurement and revenue contracting policies and develop appropriate approaches, based on best practices, to achieve effective and efficient procurement and revenue contracting strategies. (b) Lead and support the transformation of the Ministry’s procurement and revenue contracting processes, policies and systems. This includes using data driven analytics to support the areas of transformation and coming up with frameworks to balance efficiency and governance/controls. (c) Drive the adoption of digital procurement tools, software, platforms and any available central IT solutions to improve the procurement and revenue contracting processes and data collection. (d) Change management preparation for onboard of any new system or revised work processes, e.g., engage relevant stakeholder, prepare training brief and user guides. Procurement Operations & Policy (a) Pro-actively engage and provide professional procurement and revenue contracting advice to divisions to ensure compliance with policies and processes. (b) Involve in preparing and conducting training, and providing user guides relating to procurement and revenue contracting matters. (c) Perform procurement or revenue contracting analytics for management updates, audit requirements and/or improvement on operations. (d) Perform procurement and revenue contacting operations (including the review the procurement / revenue contracting submissions). Others You will also need to perform other ad-hoc matters, e.g. secretariat for key meetings or be part of the Finance transformation team. Requirements Functional Skills (a) Good understanding of Public Sector finance (from budget to pay), procurement and/or revenue contracting knowledge would be an advantage (b) Prior working experience in public agencies would be an added advantage (c) Meticulous and sensitive to figures and data (d) Ability to translate & operationalise policy changes introduced by Central Agencies Qualifications & Others (a) Degree in Accountancy, Business Administration or equivalent (b) Confident communicator with good writing and presentation skills (c) Positive attitude and self-motivated (d) Good interpersonal skills and is able to communicate requirement clearly with the relevant stakeholders, able to work independently and as a team
