Step 2 · The role
Join the team that helps MND understand what works, what can be strengthened, and how public programmes can deliver better outcomes for Singapore. As part of the Programme Evaluation Team, you will support MND and our agencies in assessing the effectiveness, efficiency, and impact of key programmes. You will work with policy and programme owners to clarify programme intent, develop logic models and theories of change, design meaningful indicators and evaluation approaches, and draw out insights that inform policy, programme design, implementation and resourcing decisions. This is a unique opportunity to gain a panoramic view of programmes across the MND Family and how they contribute to national outcomes. You will help senior leaders understand what is working, where improvements may be needed, and how resources can be deployed more effectively to maximise impact. At the same time, you will help shape the MND Family's evaluation culture by building capabilities, championing good evaluation practices, and fostering a shared commitment to learning, accountability and evidence-informed decision-making. Responsibilities • Strengthen evidence-informed decision-making. Partner policy and programme owners across MND and its agencies to assess whether programmes are achieving their intended outcomes and delivering value. Support the implementation of MND's programme evaluation framework to generate insights that inform policy formulation, programme design, implementation, governance and resourcing decisions. • Design and deliver robust evaluations. Work with stakeholders to develop and review programme logic models, theories of change, key performance indicators and evaluation designs. Plan and conduct pre-, during- and post-implementation evaluations using appropriate qualitative and quantitative methods, data collection approaches and analysis techniques. Where needed, work with evaluation specialists, such as economists and researchers, to strengthen the rigour of evaluation design and analysis. • Build evaluation capabilities and a culture of continuous improvement. Champion good evaluation practices and strengthen programme evaluation capabilities across MND and its agencies. Develop guidance, conduct training, and share best practices to help stakeholders apply evaluation thinking in programme design, management and review. • Advance the programme evaluation agenda. Scan and adapt leading evaluation practices and emerging developments in the field. Shape and implement communication and engagement efforts to raise awareness of programme evaluation, showcase success stories and strengthen buy-in across the MND Family Requirements • Evaluation Planning; Evaluation practices and capabilities. Apply programme evaluation concepts, methods and tools to assess programme effectiveness and impact, and foster evaluation capabilities and a culture of learning across the MND Family. • Stakeholder engagement. Build strong partnerships and engage stakeholders across the MND Family to align perspectives, facilitate collaboration, and drive ownership of evaluation and improvement efforts. • Review Execution; Evaluation reporting and follow-ups. Synthesise quantitative and qualitative evidence into actionable insights; and communicate findings and recommendations to inform decisions and drive improvements
