You drive the sound financial stewardship and procurement to enhance operational efficiency. You ensure effective resource allocation, strict compliance with guidelines, and the delivery of timely, high-quality financial and procurement services through team leadership. Responsibilities - Oversee budget planning, utilisation, and forecasting - Provide strategic financial advice aligned with funding and procurement requirements - Lead end-to-end procurement processes, ensuring compliance with procedures and approvals while balancing operational needs with governance requirements - Evaluate contractor performance and institutionalise structured feedback mechanisms - Monitor financial and procurement activities, implementing systematic checks and resolve issues where necessary - Engage stakeholders to align requirements, funding, and procurement strategies - Serve as the key liaison with central authorities on financial and procurement policies Challenge(s) - Understanding and navigating the complexity of the MINDEF/SAF's finance ecosystem, frameworks, policies, and processes - Addressing ambiguities in financial policies and procedures in cross-functional or multi-agency environments to ensure consistent and accurate decision-making - Managing fluctuating workloads and tight deadlines during peak periods while maintaining accuracy, responsiveness, and service quality Requirements - Education in Finance, Accounting, Business Administration/Management, Supply Chain or Logistics Management, or a related discipline is preferred - At least 6 years of relevant experience in a finance and/or procurement-related role - Knowledge of enterprise Logistics IT systems, and familiarity with policies and guidelines on finance and procurement is advantageous - Excellent stakeholder management and communication skills, with the ability to influence across levels - Strong leadership and decision-making ability - Ability to adapt to change, manage competing priorities, and drive process improvements - Meticulous with a keen eye for detail Only shortlisted candidates will be notified.
