Step 2 · The role
As part of our ongoing efforts to rotate and deploy officers to public agencies, AGD is recruiting suitable officers for deployment to the Performance & Evaluation (P&E) Directorate in the Ministry of Finance. The Performance & Evaluation (P&E) directorate in the Ministry of Finance is looking for dynamic and motivated team members to support MOF in enabling a high-performance government, through better value and accountability for public spending and outcomes. Responsibilities You will be part of the Programme Evaluation Units in Infrastructure, Economic, Social & Resilience Teams and assist on the following: i. Policy and planning o Formulate and implement programme evaluation and office space policies and processes for better outcomes and cost-effectiveness in public sector spending. ii. Programme reviews o Work with public agencies to design appropriate evaluation and funding interventions for a diverse range of agencies, programmes, and projects. o Applying relevant tools such as the Theory of Change to determine what works, what does not work, how, and why; o Determining suitable performance indicators, data collection plans, and evaluation methods; and o Formulating recommendations to senior management, as well as programme and policy owners. iii. Capability Building o Work with public agencies to strengthen a culture of accountability and resource optimisation, enhance capability development of the overall Programme Evaluation community, and recommend/share interventions from research studies and engagements including international best practices. Requirements Functional/Technical Competencies • Tertiary education in Accountancy, Business, Finance, or related disciplines • Background in economics and/or econometric, statistical analysis and data handling skills is advantageous • Proficiency in financial, accounting and governance standards, and/or programme/project planning and evaluation and/or audit experience is preferred Generic Competencies • Strong analytical thinking, ability to anticipate challenges, and good instincts including for actionable solutions • Ability to think out of the box and develop innovative solutions • Strong written and verbal communication, as well as interpersonal skills to engage internal and external stakeholders at various levels • Self-motivated individuals with the ability to handle an array of responsibilities and follow-ups in a dynamic and fast-paced environment • A good team player You will be notified whether you have been shortlisted within 4 weeks from the closing date of this job posting.
