Senior Associate/Assistant Director (Finance)

The Accountant-General’s Department (AGD) plays an important role in making Singapore a better place through Finance. At AGD, we aim to be a future-ready leader in transforming Public Sector finance by putting finance at the heart of our decision-making. We do this through building a strong foundation in providing robust financial systems and processes that serve key stakeholders including our pensioners, vendors and the public sector. Our team of accounting professionals work at AGD and are deployed to the public agencies to deliver a wide range of financial and accounting-related services to the Public Service. Together we play a critical role in helping the Government achieve its fiscal and economic objectives through sound stewardship and governance. Responsibilities Prime Minister’s Office (PMO) Finance Group was formed with a strong One Public Service mindset to provide finance services across PMO agencies under its care, managing the respective agencies’ budgets to ensure financial accountability, fiscal sustainability, and the effective & efficient use of public resources. PMO Finance Group supports officers in meaningful finance work and are empowered to make improvements to processes and workflows, to formulate internal policies and best practices. You will be an AGD officer forward deployed to PMO Finance Group. Your responsibilities include: • Ensuring optimal provision, allocation and management of the agency’s budget to achieve Government and agency’s strategic objectives in a fiscally sustainable and value-for-money manner; • Reviewing and formulating of internal finance policies and procedures for efficient and effective financial administration and strong internal controls; • Ensuring all budgetary and financial matters are performed in line with all finance regulations and guidelines; • Supporting the Internal Approving Authority and Tender Boards by reviewing funding proposals and tender board submissions to ensure that projects undertaken are operationally and financially viable Requirements Functional/Technical Competencies • Tertiary qualifications in Accountancy / Business / Finance / related disciplines • CA Singapore certification is preferred • Minimum 1 year of related working experience in similar positions is preferred • Ability to proactively develop and manage relationships with various key stakeholders • Ability to put forth sound proposals and recommendations for management decision-making Generic Competencies • Possess strong analytical, critical thinking, numerical and problem-solving skills • Good time management skills and able to multi-task and prioritize key deliverables • Meticulous and a good team player who is able to work well independently • Strong communication and interpersonal skills You will be notified whether you are shortlisted within 4 weeks of the closing date of this job posting.
