You are responsible for the design and management of the Republic of Singapore Navy's (RSN) National Service (NS) system. You will serve as the Subject Matter Expert (SME) in NS policies and provide advisory support on matters pertaining to NS Full-time (NSF) and NSmen engagement, promotion, awards and recognition. Responsibilities - Design and manage the RSN NS system to ensure effectiveness and sustainability across engagement, recognition and administration - Serve as the SME in NS policies - Provide advisory support on NSF and NSmen engagement, administrative policies, promotion, awards and recognition schemes - Respond timely and appropriately to RSN-level NS cases that are beyond the capacity of NS Relations Officers (NSROs) at the Formation/Flotilla level - Undertake the role of NSRO for Naval Engineering & Logistics Command (NELCOM), Headquarters Republic of Singapore Navy (HQ RSN), and the RSN NSmen Holding List - Supervise and ensure the timely and efficient administration of promotion and awards/recognition schemes for all NSFs and NSmen in RSN Challenge(s) - Managing rising expectations and the increasingly vocal nature of NSmen in a dynamic NS landscape - Being able to act pre-emptively and stay ahead of the engagement curve to better address the concerns and needs of NSFs and NSmen - Analysing and addressing NS issues that straddle various functional domains Requirements - At least 6 of related work experience - Experience in developing and implementing new frameworks and systems is advantageous - Strong understanding of NS policies, systems and processes - Ability to work independently and manage complex NS cases with sound judgement - Strong communication and interpersonal skills to carry out effective engagement with NSmen - Resourceful with good problem-solving skills to understand NSmen's concerns and leverage available resources to resolve queries - Tech-savvy with the ability to manage and support the implementation of NS digitalisation initiatives Only shortlisted candidates will be notified.
