You lead the Data Management and Governance (DMG) branch, driving how enterprise Human Resource (HR) data is governed and managed across MINDEF/SAF. You ensure that HR information is accurate, trusted and secure to support HR operations, business decision-making and MINDEF/SAF's transition to its next-generation HR platform. Responsibilities - Lead a team in establishing data standards, strengthening governance and improving the quality and reliability of enterprise HR information - Oversee enterprise HR data governance, data quality, reporting, system interfaces and information management - Support the Human Capital Management Software as a Service (HCM SaaS) implementation by defining future data requirements, supporting migration activities, and driving process improvements that simplify legacy practices and promote standardisation - Work closely with business users, HR professionals, technical teams and implementation partners to translate business needs into practical and sustainable data solutions - Oversee the branch's programme management function, including vendor management, coordination of system enhancements and service requests, and governance of programme activities to ensure continued delivery of HR system services Challenge(s) - Ensuring that enterprise data catalogues, programme assets and governance controls remain accurate, relevant, and up to date - Driving the transition from legacy processes and reporting practices to standardised and sustainable enterprise solutions, while building stakeholder consensus and supporting the adoption of new ways of working - Communicating complex data, business, and technical concepts clearly and effectively to stakeholders and senior management to facilitate informed decision-making Requirements - Education in Computer Science, Information Systems, Business Analytics, Data Science, Engineering or a related field is preferred - At least 6 years of relevant experience in one or more of the following areas: enterprise data management and governance, data migration, enterprise reporting and analytics, enterprise system implementation or digital transformation, programme or product management, or IT service management and application support - Strong analytical and problem-solving skills, with the ability to simplify complex business and data issues and translate them into practical, sustainable solutions - Ability to establish effective governance and controls across enterprise data and programme management functions - Strong stakeholder management skills, with experience leading cross-functional teams, managing competing priorities, and driving organisational change - Ability to work collaboratively with business and technical stakeholders to deliver trusted, high-quality data Only shortlisted candidates will be notified.
