You will lead a team of Learning & Development Partners. As a Learning and Development (L&D) partner, you will play a pivotal role in shaping MSD’s high-performing workforce. You are expected to engage and collaborate closely with our internal stakeholders to drive performance, growth and capability development. A key aspect of your role will be partnering with Divisions to conduct comprehensive training needs analysis, identifying skills gaps and learning requirements to develop targeted solutions that address their specific needs. These responsibilities include developing, implementing, and reviewing competency frameworks and training roadmaps, as well as designing and implementing L&D strategies, plans, and policies. You will collaborate with external stakeholders (MINDEF/SAF, Whole-of-Government (WoG) agencies, and commercial entities) to source, manage, and evaluate local and overseas training courses to ensure alignment with MSD’s L&D objectives and evolving training needs. You will also design, deliver and evaluate in-house course curricula, including managing training-related administrative processes and associated training resources effectively. Responsibilities As a Learning and Development (L&D) Partner, you will contribute across the full spectrum of learning capability development. Your key responsibilities include: • Develop, implement, and review L&D policies, competency frameworks, training plans, and roadmaps in close collaboration with internal stakeholders to support their long-term capability development. • Manage and review local and overseas training programmes to ensure they remain relevant, comply with governance standards, align with MSD’s organisational strategy and adapt to the changing workforce needs. • Coordinate and manage training operations, from budget planning and training providers management to participant enrolment and stakeholder engagement, while ensuring smooth logistical execution. • Design, deliver, and evaluate in-house training and curricula using varied instructional methods suited for adult learners across different skill levels. • Use feedback and evaluation data to assess training effectiveness and enhance both programme quality and outcomes. • Source, curate and collaborate with partners (e.g., MINDEF/SAF, Whole-of-Government, commercial providers) on their course delivery, training resources, and evaluation efforts. • Provide regular progress updates, key findings, and strategic recommendations to Management to inform L&D decisions and goals. Requirements You should possess a tertiary qualification, preferably in a relevant discipline, along with at least 3 years of related work experience. Professional certifications in Human Resources (HR), Learning and Development (L&D) or Organisation Development (OD) will be an advantage. Strong team player, effective written and verbal communication, and stakeholder management skills are essential. You should also have a good understanding of user-centric design and change management principles, as well as strong analytical and organisational abilities. The ability to think and take a systematic approach to implementing L&D policies and executing learning interventions in a timely manner is critical. Additionally, strong planning, coordination, and people management skills are important for executing training plans and managing courses effectively while optimising training resources. The ability to work both independently and collaboratively in a fast-paced, dynamic environment is key to success in this role.
