Step 2 · The role

Occupational Safety and HealthRegulation, Enforcement & Compliancecontractmanager

The candidate will oversee fire safety and workplace safety and health (WSH) matters across URA's buildings and facilities at the Marina Bay Area and the Common Service Tunnel. This includes ensuring compliance with statutory requirements, monitoring the performance of the Integrated Facilities Management (IFM) contractor in delivering fire safety and WSH services, and supporting the organisation's emergency preparedness and business continuity objectives. Responsibilities You will oversee the delivery of fire safety and workplace safety and health services, and ensuring compliance with statutory requirements, contractual obligations and organisational policies. You will review contractor performance, monitor corrective actions arising from inspections, audits and incidents, and conduct periodic verification checks to ensure fire safety and WSH standards are consistently maintained across URA's buildings and facilities. You will coordinate statutory inspections, fire drills and emergency exercises, maintain fire safety and WSH documentation, and support regulatory inspections by agencies such as the Singapore Civil Defence Force (SCDF) and the Ministry of Manpower (MOM). You will also assist in reviewing risk assessments, emergency response plans and safe work procedures, ensuring that they remain relevant and effective. In addition, you will investigate fire and workplace incidents, monitor the implementation of corrective and preventive actions, analyse safety trends, and prepare reports for management. You will work closely with internal stakeholders and service providers to promote a positive safety culture, improve emergency preparedness, and support continual improvements in fire safety and workplace safety performance. Requirements • Tertiary qualification in Engineering, Facilities Management, Fire Safety, Workplace Safety & Health, or a related discipline, with at least 5 years' experience in facilities management, fire safety, workplace safety and health, or building operations. • Good understanding of the Fire Safety Act, Workplace Safety and Health Act, relevant regulations, codes of practice and emergency preparedness requirements. • Possess a WSQ Specialist Diploma Workplace Safety & Health (Level C) or higher • Registered Fire Safety Manager (FSM) certification is preferred. Registration as a Workplace Safety and Health Officer (WSHO), Occupational First Aid certification, or other relevant safety qualifications will be an advantage. • Experience in facilities management and/or managing outsourced service providers, with the ability to assess contractor performance and fire safety and WSH compliance. • Good analytical, communication, report writing and interpersonal skills, with the ability to engage internal stakeholders, contractors and regulatory agencies effectively.
