We are committed to supporting youth offenders in addressing their risks and needs and reintegrating them into society, so that they too, can realise their fullest potential and achieve their aspirations. You will join a fast-paced and dynamic team responsible for shaping and strengthening Singapore's youth rehabilitation services. As a Service Planning officer, you will contribute to the development of service strategies, monitor system performance, identify emerging needs and service gaps, and drive continuous improvements across the rehabilitation ecosystem. You will work at the intersection of strategy, operations, data and partnerships to strengthen the effectiveness and sustainability of youth rehabilitation services. Responsibilities Responsibilities: You will be part of the Service Planning Branch (Service Strategy Section), whose functions are: Service Strategy and Planning • Influence the direction of youth rehabilitation services by developing service strategies, roadmaps and planning frameworks. • Analyse emerging social trends, demand patterns, research findings and ground feedback to identify future needs and strategic priorities. • Review the adequacy and effectiveness of service offerings across the rehabilitation continuum and recommend areas for strengthening. • Support resource and capacity planning to ensure services remain sustainable and responsive to changing demands. • Drive pillar-level planning efforts and coordinate strategic initiatives across multiple divisions. Service Performance Monitoring • Establish meaningful indicators and metrics that provide insights into service performance and system health. • Analyse operational, service and outcome data to identify trends, risks, gaps and opportunities for improvement. • Monitor the implementation and effectiveness of key initiatives and recommend adjustments where required. • Translate evaluation findings and evidence into service improvements and strategic decision-making. • Support management reporting and strategic reviews through data-driven analysis and insights. Service Development and Ecosystem Partnerships • Drive continuous service improvement by identifying opportunities to strengthen programmes, service models and operating approaches. • Work closely with policy, operations and service design teams to translate strategic priorities into practical and implementable solutions. o Review and provide operational policy considerations for planning at MSF and whole of government level o Work closely with policy colleagues to design operational policies and guiding principles to achieve intended policy outcomes • Develop partnership strategies and strengthen collaboration across ecosystem of support for youth offenders • Facilitate alignment across stakeholders to drive collective ownership of rehabilitation and reintegration outcomes. • Identify system-level issues and opportunities that require coordinated responses across agencies and partners. Requirements Requirements: Functional/Technical Competencies • Strategic Analysis o Integrate diverse sources of information to identify key issues, generate insights and formulate recommendations. • Systems Thinking o Understand how policies, services, stakeholders and external developments interact across the broader rehabilitation ecosystem. • Stakeholder Engagement and Influence o Build consensus across diverse stakeholders and influence decisions in complex environments. • Policy-Operations Translation o Translate strategic intent and policy objectives into operationally feasible service models, initiatives and implementation plans. • Performance Monitoring and Evaluation o Develop indicators, interpret data and evaluate performance to drive service improvements and organisational learning. Perform basic data analysis (e.g., descriptive analysis) and visualisation of data Required Skills and Attributes • Strong systems thinking and ability to connect issues across services, agencies and policy domains. • Ability to sense-make from complex information and translate insights into strategic recommendations. • Strong analytical and problem-solving skills. • Excellent writing and communication skills, with the ability to present complex ideas clearly and concisely. • Comfortable navigating ambiguity and managing competing priorities. • Strong stakeholder engagement and influencing skills. • Self-driven, adaptable and able to drive initiatives from conceptualisation through implementation. • Experience in service planning, strategy, policy, programme evaluation, performance management, social services or offender rehabilitation would be an advantage.
