Step 2 · The role
Manpower Policy and Planning (MPP) Division develops manpower policies in the social and early childhood (EC) sectors to ensure a skilled and capable workforce. Responsibilities We are looking for an individual who is a strong conceptual thinker and who is keen to develop manpower plans and strategies to uplift quality in the early childhood and social service sectors. The roles spans policy analysis, strategic planning, scheme reviews, stakeholder engagement, and will provide the officer with an expansive understanding of the social service and early childhood sectors. • Develop the Ministry’s approach to, and policy positions on areas relating to jobs, skills, and competencies • Take reference from national frameworks on jobs and skills, and make relevant applications to the social service and early childhood settings • Conduct policy reviews on qualifications, standards, and competencies • Conduct data analyses, interpret data, and distil meaningful insights • Develop manpower plans and strategies, envision future possibilities in the design of jobs and skills • Review schemes to enable the professional development of professionals • Work with Early Childhood Development Agency, National Council of Social Service, and MSF divisions on the development and implementation of strategies Requirements • Strong conceptual abilities, able to hold distinctions and examine different layers of an issue, from macro trends to programme-specific details • Capable of synthesising information and developing relevant insights • Strong interpersonal skills; comfortable working with people of all levels and able to build good collaborative relationships with internal and external stakeholders • Capable of holding ambiguity while developing clarity • Comfortable with data analysis, detail oriented • Strong written and verbal communication skills. • Relevant experience in the development of manpower standards, planning and policies would be considered • Previous experience in Singapore Public Service would be an advantage • Good understanding of Singapore’s social service sector/ landscape would be helpful
