The Public Transport Council (PTC) serves as an independent advisor to the Minister for Transport on public transport matters, with a focus on fare structures, service quality and the overall commuter experience. The Insights & Advisory (I&A) division supports this mandate by developing a deeper understanding of commuters and their experiences, generating insights from the ground, working closely with stakeholders, and translating these into practical recommendations and initiatives that improve the public transport journey. A key area of our work is understanding commuter behaviour and interactions within the public transport system, and exploring practical ways to positively shape these. This includes initiatives such as the Caring SG Commuters Movement, as well as engagement, co-creation and experimentation with commuters and stakeholders. The Deputy Director will work closely with the Director as a thought partner and people leader, while driving delivery across the division. The role involves helping to shape the division's priorities, developing and challenging ideas, bringing together insights across different workstreams, and translating promising concepts into well-executed programmes, pilots, partnerships and recommendations. We are looking for someone who is curious about people and behaviour, comfortable with ambiguity, and able to combine independent judgement and fresh thinking with strong execution. Responsibilities • Partner the Director in shaping the division's priorities and work programme, drawing on ground insights, emerging commuter needs and opportunities to improve the public transport experience. • Generate insights into commuter behaviour and experiences through engagement, observation, co-creation and experimentation, and translate these into practical recommendations, interventions and pilots. • Lead and drive delivery across a portfolio of projects covering commuter behaviour and experience, public engagement, co-creation and advisory work, including personally leading selected projects from concept to implementation and review. • Bring an integrated view across the division's workstreams, identifying connections, managing competing priorities and ensuring that projects contribute to broader outcomes. • Guide and develop officers through coaching, constructive challenge and empowerment, while giving them appropriate space to exercise judgement, take ownership and grow professionally. • Work closely with stakeholders across the MOT Family, public agencies, public transport operators and community partners to understand commuter needs and co-create practical solutions. Requirements • Strong analytical and critical-thinking skills, with an interest in understanding people and behaviour and the ability to translate insights and ideas into practical programmes or recommendations. • Sound independent judgement, intellectual curiosity and the confidence to constructively challenge assumptions and offer a considered point of view. • Strong stakeholder engagement skills and the ability to build trusted relationships across organisations and levels of seniority. • A collaborative people leader who develops and empowers officers while providing appropriate guidance and oversight. You will have the opportunity to work at the intersection of public policy, behavioural insights, public engagement and implementation, and to play a key role in improving the public transport experience in Singapore. I&A's work goes beyond studying problems or running established programmes. We spend time on the ground understanding commuter experiences, explore why people behave as they do, and work with partners and communities to test practical ways of making everyday journeys better.
