Description of Division/Branch RPG provides statutory intervention and leads in child protection and adult protection policies and processes to safeguard Children and Young Persons (CYPs) as well as Vulnerable Adults (VAs) in Singapore. The science and art of our work remain very much firmly rooted in keeping vulnerable persons safe from harm, working in partnership with families and stakeholders such as the schools, hospitals and other community partners. As part of the RPG/PSV family, the Partner & Capability Development (PCD) division drives evidence-based practice and capability building through applied research and effective strategies. We strengthen coordination of common services and enable holistic partner management to deliver comprehensive end-to-end service plans. The division serves as an enabler to our community partners whilst advancing trauma-informed practices to better support both staff and the social service sector. Through these efforts, we aim to enhance the quality and effectiveness of rehabilitation and protection services to safeguard the safety and well-being of individuals, families and vulnerable adults experiencing violence, abuse or neglect. The Vendor and Partner Management (VPM) Branch exists to strengthen service management levers and uplift performance of service providers across specialist agencies, vendor services and out-of-home care programmes, ensuring high service standards and effective partnership management to enhance client outcomes in the protection ecosystem. Within the VPM Branch, the Performance Management Team drives division, branch and sector performance through service performance analysis and reviews, driving productivity and efficiency of key processes and overseeing corporate planning in the Division. Responsibilities As the Manager of the Performance Management Team, you are responsible for maintaining oversight of the performance of PCD-funded programmes and services including reappointment of service providers and renewal of funding agreements. You will maintain oversight of data matters via dashboard or data management systems, as well as collaborate with stakeholders on data cleanliness and accuracy. You will also support the division in terms of staff engagement, planning and communications. Responsibilities Reporting to the Assistant Director, you will: • Analyze data, review data management workflows, observe prevailing practices and propose improvements through close collaboration with service management teams and contribute to the development of data management workflows and processes • Support in Business Process Reengineering, Design Thinking or Ops-tech workstreams to redesign and streamline processes within funded and outsourced services • Maintain performance data and Key Performance Indicators (KPI) dashboard and other data management systems. • Develop a robust performance management framework to evaluate the performance of agencies • Put up the reappointment and renewal of funding agreements for service providers in accordance with the guidelines. • Enhance organisational development and staff engagement by creating opportunities to enable staff to connect within PCD. This would include planning and organising cross-divisional events and initiatives to foster collaboration. • Contribute to maintaining the communication channels within PCD to facilitate knowledge transfer and management • Guide and supervise casuals or interns attached to PM team in their projects and activities • Perform secretariat duties at meeting platforms • Assist in any other duties or inter-team/branch/division projects assigned Requirements Requirements • At least 2 years’ work experience, with experience in data management and using data visualization tools • Proficient and keen interest in data management, data collation and analysis, dashboarding as well as exploring technological solutions to improve and review processes. • Self-motivated team player with strong project management skills and adaptability to change. • Possess good writing, communication and problem-solving skills, and appreciates cross-function collaborations and engagements with internal and external stakeholders • A team player who is also able to work independently Functional Competencies • Service Delivery • Service Operations Planning & Management • Service Quality & Standards
