The Urban Redevelopment Authority is a statutory board under the Minister of National Development (MND). Our Urban Design departments within the Conservation and Urban Design Group (CUDG) play a role in transforming Singapore’s physical environment and draw up district masterplans and urban design plans that contribute to the rejuvenation of our city centre. As planning and design work becomes more data-driven and knowledge-intensive, CUDG is embarking on a series of digital transformation initiatives that leverage Artificial Intelligence (AI), automation and modern digital platforms to enhance decision-making, knowledge management and operational effectiveness. As a Systems Analyst within the Urban Design Central Area team, you will work closely with our IT groups to drive the design, implementation and adoption of innovative digital solutions that support planners, architects and policymakers. You will have the opportunity to work on URA's emerging AI initiatives and help shape how AI is applied in a planning and urban design context to facilitate smart information retrieval and knowledge management. This role goes beyond traditional business analysis or automation development. You will play a key role in delivering AI-enabled products, bridging business and technology teams, and helping shape first-of-its-kind solutions for the public sector. Successful solutions may have potential to scale beyond the team and have wider organisational impact. The successful candidate will be offered a 1-year contract. Responsibilities You will work closely with architects, planners and technology teams to: 1. Deliver AI-enabled solutions Lead the design, implementation and enhancement of digital solutions that improve knowledge management, decision-making and operational efficiency. 2. Develop automation and workflow solutions Build scripts, tools and workflows to automate repetitive tasks and address workflow pain points across areas such as document processing, data handling and file management. 3. Coordinate end-to-end system delivery Work with vendors and IT teams across front-end and back-end systems to translate requirements into solutions and support successful implementation. 4. Drive user adoption and continuous improvement Facilitate testing, training and change management activities to ensure solutions are well adopted and deliver intended benefits. 5. Support emerging technology initiatives Explore and apply AI and other emerging technologies to enhance planning, design and operational processes. Within the contract period, you are expected to: 1. Deliver working automation tools or scripts addressing key workflow bottlenecks. 2. Achieve measurable reductions in manual processing effort for selected tasks. 3. Establish simple, sustainable solutions that can be used and maintained by the team. Requirements Core requirements 1. Degree in Computer Science, Information Systems, Software Engineering, IT, or related fields. 2. Experience in business analysis, systems implementation or digital product delivery. 3. Strong understanding of software development concepts, system integration and solution architecture. 4. Ability to develop scripts or automation tools (e.g. PowerShell, Python or equivalent). 5. Strong analytical and stakeholder management skills to break down workflows and identify automation opportunities. Preferred 1. Experience working with AI, Generative AI or Large Language Model (LLM) technologies. 2. Familiarity with Retrieval-Augmented Generation (RAG), enterprise search, knowledge management or chatbot solutions. 3. Experience in systems implementation, vendor management, UAT and solution deployment. 4. Experience with GIS tools and automation (e.g. ArcGIS Pro, ArcPy). 5. Experience automating document or data workflows across common office tools. 6. Familiarity with user-facing technical support or implementation roles. General competences 1. Able to work with technical and non-technical stakeholders, and explain solutions clearly. 2. Ability to work independently in an ambiguous and fast-evolving environment. 3. Curious about emerging technologies and willing to experiment with new approaches. 4. Detail-oriented and comfortable working with data. 5. Proactive, practical, and focused on delivering usable solutions.
