Learn more about GovTech at tech.gov.sg. [What you will be working on] As a Product Manager, you will hold significant ownership over your product domain, driving it from concept to reality while aligning with the broader programme goals. Your core responsibilities include: Product Manager (Future Courts Management System) Shape the future of justice in Singapore Justice is one of Singapore's most important public services. Every year, almost 200,000 cases pass through our courts, involving individuals, families, businesses, lawyers and public agencies. Behind every case is someone seeking a fair, timely and accessible resolution. The Judiciary's transformation into One Judiciary brought together the Supreme Court, State Courts and Family Justice Courts under a shared vision of delivering justice that is trusted, accessible and ready for the future. Realising this vision requires more than organisational change. It requires rethinking the digital systems, processes and services that underpin how justice is delivered. The Future Courts Management System (fCMS) is the Judiciary's flagship digital transformation programme, developed in close partnership with GovTech. You will join GovTech's product management community while working deeply with the Judiciary to shape products that support the administration of justice across Singapore's Courts. This is not simply a like-for-like replacement of legacy systems. It is an opportunity to reimagine how court services should work: making them easier to use, more responsive to changing legislation and policies, and better able to serve everyone who depends on them. This is a rare opportunity to help shape how justice will be delivered in Singapore for years to come. The Role As a Product Manager, you will be close to these problems and the people experiencing them. You will turn that understanding into product decisions and work with your team to make those decisions real. You will work as part of a product trio with Engineering and Design, you will own a product problem space within fCMS — understanding the people and processes involved, discovering what should be built, prioritising what matters most, and working with your team to deliver measurable improvements. As part of GovTech, you will be supported by a wider product, design and engineering community while working deeply with the Judiciary to build long-term digital capability. In this role, you will: • Discover what problems are worth solving, working directly with judges, judicial officers, lawyers, court administrators, partner agencies and members of the public to understand their needs and pain points. • Prioritise based on evidence and outcomes, making decisions about what to build now, what to learn more about and what not to build. • Deliver value incrementally using modern product and engineering practices that reduce delivery risk, support learning from real usage and avoid big-bang replacement. • Measure whether the product is working, defining meaningful measures of success and using qualitative and quantitative evidence to understand where the product should improve. • Build alignment around product decisions, communicating the problem, evidence, priorities and trade-offs clearly to stakeholders and your delivery team. You'll Thrive in This Role If... • You are curious about users and their problems. You want to understand why something works the way it does before deciding what should be built. • You think beyond requirements. When someone asks for a feature, you naturally want to understand the underlying problem and whether there might be a better way to solve it. • You use evidence to make decisions. You are comfortable combining user research, operational knowledge, product data and technical input rather than relying only on stakeholder opinion. • You make thoughtful product trade-offs — balancing user value, operational needs, technical sustainability, security, compliance and delivery risk. • You communicate clearly. You can explain a complicated problem, the evidence behind a decision and the trade-offs involved in a way that different audiences can understand. • You want to develop your product craft. You actively seek feedback, learn from more experienced Product Managers and reflect on how you can make better product decisions. You should have experience working on digital products or services and have participated meaningfully in activities such as product discovery, user research, prioritisation, delivery or product analytics. Experience in government, justice, legal services or other complex domains is advantageous, but not essential. What Success Looks Like You will have succeeded when: • You understand your problem space deeply — not only the system, but the users, court processes and outcomes it exists to support. • Your team is solving problems rather than processing requirements, with clear reasoning behind what it chooses to build and what it chooses not to build. • You make increasingly independent product decisions, using evidence and good judgement while knowing when to seek guidance or escalate wider strategic decisions. • Your product improves through learning, with user feedback, product data and operational evidence influencing what the team does next. • Your team delivers useful improvements incrementally, creating value and reducing uncertainty throughout the transformation rather than only at the end. • People trust you as the product owner for your space, because you understand the problem, communicate decisions clearly and follow through on outcomes. Why This Role Is Different Few product management roles offer the opportunity to be part of the team that redesigns a digital system that underpin an entire national institution. As part of GovTech, you will bring modern product, design and engineering practices to one of the Judiciary's most important transformation programmes. As part of the fCMS, you will help shape how justice is delivered in Singapore — not just by building better technology, but by helping create a Judiciary that is more accessible, more responsive and better prepared for the future.
