Research and AnalysisData Analysis & Data Mgtcontractdirector

The Municipal Services Office (MSO) was set up in Oct 2014 to improve the coordination, delivery and quality of municipal services by Government and Town Councils. These services include the upkeep and improvement of common areas in public and private estates, and the upgrading or provision of facilities and infrastructure. The next bound of municipal service delivery involves: i. ramping up of forward intelligence capabilities powered by AI-driven predictive analytics to enable foresight planning and support the development of pre-emptive operations; ii. deploying AI-enhanced data focused tools (e.g. dashboards, regular data reports and AI-powered analytics tools) to increase the productivity of officers across the municipal sector and to support them in making data-driven policy decisions; iii. humanising the digitalisation of government services (e.g. OneService Chatbot) for an optimised, resident-centric experience. Responsibilities You will be part of the Analytics Team within the Planning Group in MSO, and your duties include: • Perform data wrangling and transformation to prepare raw data into analysis-ready formats, applying statistical/ data analytics techniques to extract insights from data, and utilising data visualisation tools to communicate findings effectively. • Partner with MSO teams and government agencies to deliver impactful AI and analytics projects – including dashboards, data visualisations, and predictive models – that address real business questions. • Develop, train, and optimise machine learning models to identify patterns and support pre-emptive municipal operations, balancing model performance with practical considerations for production deployment. • Experiment with and apply modern AI technologies – including large language models (LLMs) and generative AI – to develop innovative data products and tools that enhance municipal service delivery and officer productivity. Requirements • Able to explore and analyse work on datasets using modern analysis tools and modern programming methodologies ie Python, R and/or SQL etc. • Able to understand and apply the probability and statistical methodologies and techniques to discover insights from the data. • Able to perform data modelling to identify, recognise patterns and predict future trends. • Able to utilise data analytics (directly/indirectly) to support policy analysis and simulate the impact of different policy options. • Able to distil critical issues, sense-make from a wide range of information, understand current realities and make sound, timely decision on plan of action. • At least 2 years of relevant experience in data collection, data pre-processing, data wrangling, data analytics and machine learning. • Experience in modern AI technologies – including large language models (LLMs) and generative AI, is advantageous. • Candidates without the relevant work experience but possess the required qualities are welcome to apply.
