[LTA-PT] SENIOR MANAGER, BUS SERVICE CONTRACT MANAGEMENT Responsibilities You will lead the section responsible for managing bus service contracts under the Bus Contracting Model (BCM), overseeing the performance of public bus operators and driving bus transition activities across awarded contracts. Key Responsibilities • Lead the team in monitoring public bus operators' performance against Key Performance Indicators (KPIs) and contract conditions, ensuring full adherence at all times. • Oversee the timely processing and implementation of service variations to support operational needs. • Establish and review processes for the effective management of contracted bus services and operations. • Verify the accuracy of monthly payment requests from public bus operators, working closely with internal stakeholders to ensure claims are validated promptly. • Plan and lead transition activities whenever a change in bus operator occurs, setting clear milestones and ensuring a smooth and timely handover between outgoing and incoming operators. • Supervise ground monitoring duties during transition periods to ensure smooth handover of operations. • Supervise funding papers, regular budget reviews and multi-year cashflow projections to ensure sufficient funding across BCM contracts. Requirements • Knowledge in contract management and/or regulatory operations with at least 8 years’ relevent experience within the government or public sector environments. • Excellent communication and stakeholder management skills, with the ability to engege effectively with various internal and external stakeholders. • Strong analytical, problem-solving and quantitative skills, with the ability to analyse complex issues. • Identify opportunities for digitalisation and process improvements, and recommend actionale solutions. • Strong organisational and leadership skills with ability to manage teams effectively, work under pressure, and maintain strategic focus in dynamic operational and policy environments. • Articulate with strong written and presentation skills.
