Step 2 · The role
At the Ministry of Transport (MOT), we spearhead developments in Singapore’s land, sea and air transport sectors to advance Singapore’s economic competitiveness and Singaporeans’ quality of life. We seek dynamic, analytical and committed individuals to join our able MOT team in realising the vision of a world-class transportation system and a global interconnected hub. If you share our vision and possess the qualities we seek, join us! Responsibilities The Senior Assistant Director will support the Deputy Director, MOT AI Office, in translating the Connectivity AI Missions into executable programmes across aviation, maritime, logistics and land transport. The officer will apply deep transport infrastructure or environmental sector knowledge to bridge operational needs with AI capabilities, and will work across policy, operations, data and technology stakeholders to move projects from problem definition to implementation and outcomes. Key Responsibilities: (Domain-led mission and programme development) • Apply deep knowledge of the transport infrastructure or environmental sector to identify and frame high-value operational challenges that are suitable for AI-enabled intervention. • Translate mission priorities into clear problem statements, use cases, programme roadmaps, project requirements, milestones, dependencies and intended outcomes. • Assess operational feasibility, infrastructure and systems constraints, data readiness, safety and regulatory considerations, and adoption requirements when shaping programmes. (Programme formulation, funding and governance) • Develop programme and funding submissions, governance papers, implementation plans, evaluation frameworks, progress reports and briefing materials for senior management and relevant central governance bodies. • Support the establishment and administration of programme governance, including workplans, decision logs, risk and issue registers, milestone tracking and outcome reporting. • Monitor project progress, funding utilisation, delivery risks and dependencies, and work with project owners to resolve issues and sustain implementation momentum. (Inter-agency and ecosystem coordination) • Coordinate MOT divisions, CAAS, LTA, MPA and other relevant public-sector stakeholders to align operational owners, policy leads, data and technology teams around shared programme objectives. • Engage transport operators, infrastructure owners, AI companies, research institutions and other ecosystem partners to conduct solution discovery, technical deep dives and partnership development. • Engage domain experts and AI solution providers to translate operational context into usable requirements and assessing whether proposed solutions are operationally possible and implementable. (Delivery, adoption and learning) • Support projects through solution discovery, pilot design, implementation, operational validation and scale-up, with attention to workforce, workflow and change-management needs. • Capture implementation lessons, reusable approaches and cross-domain opportunities to strengthen subsequent Connectivity AI programmes. • Provide timely analysis and recommendations to the Deputy Director on programme trade-offs, emerging AI opportunities, ecosystem developments and delivery risks. Requirements The successful candidate should have: • At least 5 years of relevant working experience in the transport infrastructure or environmental sector, with strong understanding of sector operations, systems, stakeholders, constraints and regulatory considerations. • Background in engineering, transport, environmental studies, urban planning, technology, computer science, data science, public policy, economics, business or a related discipline. • Ability to translate operational and policy challenges into structured, executable programmes, including problem statements, requirements, roadmaps, governance arrangements, milestones and outcome measures. • Working understanding of AI and data-enabled systems, including data readiness, solution evaluation, systems integration, operational adoption and responsible deployment. Deep software engineering or coding expertise is not required. • Strong analytical, writing and presentation skills, including the ability to prepare clear funding and governance submissions and brief senior stakeholders on complex domain and technology issues. • Strong stakeholder-management and influencing skills, with the ability to work effectively across agencies, operational teams, technology specialists, industry and research partners. • Ability to work independently in an evolving environment, exercise sound judgement, manage competing priorities and drive issues to resolution. • Knowledge and experience in AI, data, technology management, engineering, or programme management would be advantageous.
