Sector Strategy and Development (SSD) is a central policy directorate within the Ministry of Social and Family Development (MSF) that oversees sector-wide policies and programmes to ensure (a) sustainable and well-planned services; (b) a competent and future-ready workforce; (c) future-ready social service agencies that deliver quality services, and (d) a well-resourced sector with active contributions from the community. Under SSD, the Manpower Policy and Planning (MPP) division identifies sector-wide manpower challenges using analysis of manpower trends. This allows for informed policies and schemes designed to ensure sufficient and capable manpower, by building sustainable pipelines, improving attraction and retention, and strengthening capabilities of the social service workforce. Responsibilities You will drive sector manpower demand and supply planning under the Manpower Planning team, which includes formulating strategies to ensure sustainable pipelines for key social service professionals and optimisation of the sector workforce structure. KEY RESPONSIBILITIES • Oversee the manpower demand-supply projections model for key professions, including review of the parameters and assumptions used in manpower demand-supply projections to evaluate relevancy and robustness of the methodology • Process and transform datasets through cleaning, fusion and structuring, to refresh projections or into user-friendly data visualisations for presentation to senior management. • Conceptualise and develop strategies to meet sector manpower needs and optimize sector manpower through alternative manpower models and job redesign. • Collaborate with Institutes of Higher Learning, social service agencies and other public sector organisations to ensure sufficiency of pre-employment (PET) and continuing education and training (CET) pipelines for key professions. • Assess manpower implications of new or updated services, including staffing ratios and competency requirements. Requirements • Background in a related discipline, with interest in the social sector. • Good understanding of Singapore’s social service sector/ landscape would be an advantage. • Creative, analytical, resourceful and highly motivated. • Strong data analysis, systems-thinking, and policy development skills. Experience in managing projections methodology, handling datasets and building dashboards would be preferred. • Strong written and verbal communication skills. • Strong interpersonal skills; comfortable working with people of all levels and able to build good collaborative relationships with internal and external stakeholders. • Effective team player with good team and project management skills • Ability to translate policy considerations into implementation, balancing strategic policy objectives with practical ground realities.
