Step 2 · The role

Policy FormulationPolicy & Planningcontractsenior

You will be part of the team which formulates, reviews and implements policies to develop Singapore’s healthcare financing framework, with a focus on MediShield Life, to keep healthcare affordable and sustainable for all Singaporeans. This role will require you to work collaboratively with policy and clinical groups within MOH, healthcare institutions and other public agencies to develop and implement MediShield Life policies. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders. Responsibilities As part of the MediShield Life team, you will contribute towards • Reviewing MediShield Life benefits to ensure adequate protection against large healthcare bills and sustainable coverage of innovative high-cost technologies, balancing against impact on premiums. This may require you to: o Analyse claims and utilisation data from a variety of sources to identify gaps and make recommendations to address them. o Work with MOH divisions to evaluate new models of care, align on service strategies, or assess clinical and cost-effectiveness of medical interventions o Work with stakeholders overseeing other mainstream financing schemes and private insurance to develop holistic proposals for extension/review of existing financing coverage; o Work closely with the scheme’s actuaries to determine premium impact of any benefit enhancement o Consult healthcare institutions and clinicians to understand the impact of changes in financing. • Overseeing the implementation of new or revised policies relating to MediShield Life benefits, including working with internal and external stakeholders to enhance claims systems, assessing appeals for coverage, and resolving operational issues arising from claim management. • Working with legal stakeholders to draft and effect amendments to legislation that support changes in coverage policy and safeguard leverage on the MediShield Life fund. Beyond the above, you will also: • Contribute to the policy-ops feedback loop, by addressing parliamentary questions and public queries • Work with partner agencies and stakeholders to enhance public communications of healthcare financing schemes • Provide secretariat support to the MediShield Life Council and its sub-committees in carrying out their functions Requirements Key Competencies Required: • Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. • Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose. Other • Tertiary education in any discipline. Background in economics would be advantageous • Excellent writing, presentation and negotiation skills, experience in public policy formulation and/or scheme administration in the social sector would be an advantage • Strong quantitative skills to analyse data. Proficiency in Stata, Python or R is an advantage, on top of Excel proficiency • Motivated and resilient, able to work independently in a fast-paced environment As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
