Step 2 · The role
Manpower Policy and Planning (MPP) Division develops manpower policies in the social and early childhood (EC) sectors to support the attraction and retention of social sector manpower and enhance the capabilities of social sector professionals. We are looking for an individual who is a strong conceptual and analytical thinker and is interested in developing evidence-informed policies. The role spans policy analysis, data analysis, design of strategies and schemes, stakeholder engagement, public communications, policy and scheme reviews, and will provide exposure and build experience in different stages of the policy formulation cycle. Responsibilities • Conceptualise the Division/Ministry’s views on matters, weighing various policy considerations and factors • Conduct data analyses to sharpen our understanding on matters • Commission or co-conduct policy research to inform manpower policies • Develop strategies to attract, retain and develop key professionals for the sector in areas such as salaries and working conditions • Develop guidelines for the social service sector • Review schemes for social sector professionals • Take reference from national frameworks and make intelligent applications to the social service sector setting • Work with MSF divisions and National Council of Social Service on the implementation of strategies Requirements • Strong conceptual and analytical abilities which are foundational to policy thinking • Comfortable with data analysis, detail oriented • Strong written and verbal communication skills. • Able to see the interlinkages across multiple issues and appreciate different dimensions of a given issue, capable of handling complexity • Strong interpersonal skills; comfortable working with people of all levels and able to build good collaborative relationships with internal and external stakeholders. • Previous experience in Singapore Public Service would be an advantage • Good understanding of Singapore’s social service sector/ landscape would be helpful
