Step 2 · The role
You will be part of the Estate and Facilities Department, which manages estate maintenance and tenancy contracts at Parliament House. The Department is responsible for ensuring the operational efficiency and reliability of building services that support parliamentary business. It also undertakes improvement and project works, including the upgrading and modification of existing spaces, and coordinates initiatives to advance Parliament’s environmental sustainability efforts. Responsibilities • Assist in developing, implementing and reviewing policies, processes and procedures relating to workplace and facilities management. • Manage and supervise term and ad-hoc contractors, the Managing Agent and Integrated Facilities Management vendor to ensure effective performance and high service standards. • Conduct regular independent site inspections and checks on building facilities to complement inspections carried out by the Managing Agent or Integrated Facilities Management vendor. • Monitor and coordinate the operation, inspection and maintenance of building infrastructure and engineering systems. • Identify causes of process gaps in maintenance and repair works and support the documentation and resolution of issues. • Monitor and analyse operational data, including utilities consumption, equipment performance and service levels, and prepare operational performance updates and reports. • Review and recommend improvements to enhance facilities operations, maintenance standards, operational efficiency and adoption of industry best practices, and support the implementation of approved initiatives. • Assist in the planning, monitoring and management of operating budgets and life-cycle costing. • Support green initiatives to promote sustainability in facilities operations and maintenance. • Administer and manage contracts in collaboration with other team members in the Department. • Support the procurement of maintenance services, integrated facilities management services, managing agent services and other goods and services. • Support procurement and project management for development, renovation, facilities renewal, repair and minor improvement projects, ensuring that works meet project requirements and are completed on time, within budget and to the required quality standards. • Perform ad-hoc duties as assigned by the Reporting Officer or Head of Department. Requirements • Minimum of five years of relevant working experience in building, facilities, engineering or a related discipline. • Experience in project management, contract administration and contract management. • Good knowledge of fire safety management, Green Mark requirements, energy efficiency trends, and relevant conservation guidelines and standards. • Familiarity with government procurement practices will be an advantage. • Strong analytical, interpersonal and communication skills, with the ability to engage effectively with officers at all levels, stakeholders, vendors, contractors and external parties. • Proficiency in Microsoft Office applications. • Ability to multitask and work effectively under tight timelines. • Ability to work independently and as part of a team. • Only Singaporeans need apply.
