The Built Environment (BE) sector is integral to the design, construction and maintenance of Singapore’s cityscape and infrastructure. However, the sector will need to confront the existential challenges of global climate change, energy and manpower constraints, changing demographics and values, and ageing infrastructure in the coming years. Addressing these challenges requires the ability to manage the trade-offs between the desired outcomes of greater safety, resiliency, quality, sustainability, liveability and as well as to strike a balance between industry regulation and development/promotion. Responsibilities You will be part of a passionate policy team in MND’s Infrastructure Division which serves as an advocate for businesses within the Built Environment (BE) sector, seeking and acting on suggestions on how rules and regulations imposed on the industry can be improved, saving businesses time, effort and money to comply with them. We also believe strongly in working with regulatory agencies to create a nimble, forward looking and agile regulatory regime which empowers businesses to innovate and formulate new business models, while adjusting and enhancing legislative and regulatory controls to achieve the desired outcomes. The jobholder will champion regulatory innovation by steering rules review efforts across the BE sector. This includes staffing our Political Office Holders for the Inter-Ministerial Committee (IMC) on Pro-Enterprise Rules Review chaired by Deputy Prime Minister and Minister for Trade and Industry Mr Gan Kim Yong. Formed in April 2024, the IMC reviews cross-cutting regulatory issues and reduce compliance burden for businesses, especially Small and Medium-Sized Enterprises (SMEs). Further, the jobholder will lead the transformation of the sector through various initiatives, including encouraging digitalisation and adoption of regulatory technologies across the sector. The jobholder will also be part of the Secretariat for the BE Rules Review Panel (RRP) chaired by PS/ND, working across 11 public agencies that perform regulatory functions in the BE sector. Through your work, you will have the exciting opportunity to translate strategic intent and objectives to policy moves and programmes, and work closely with ministries and agencies across the Whole-of-Government.
