Step 2 · The role
The Corporate Planning team (CP) is part of MTI’s Futures and Planning Division (FPD), which oversees the end-to-end value chain of strategic planning activities within MTI and across Government for the economy, with a focus of advancing Singapore’s economic strategies. As MTI’s de facto “CEO’s Office”, the CP team works closely with senior management to translate strategy intent into action and to steward our resources effectively. The team plays a central role in driving organisation-wide alignment, ensuring sound governance and enabling the delivery of MTI’s Strategic Priorities. Key areas of responsibility include: (i) Leading corporate planning for the MTI family, including the annual work planning process and the planning and management of senior leadership platforms, to promote strategic alignment and coherence across the organisation (ii) Driving strategic resource management for the MTI family, including supporting the prioritisation and allocation of budget and manpower resources to key economic projects, in alignment with MTI’s Vision and Mission. (iii) Strengthening systems governance (i.e. target setting, performance monitoring and progress assurance) within MTI and across the Firefly Family, to ensure that strategic objectives are translated into tangible and impactful results. (iv) Overseeing Enterprise Risk Management (ERM) within MTI. Responsibilities The officer will undertake the following key responsibilities: • Design, organise and run robust planning processes across the MTI Firefly Family to identify our Strategic Priorities, foster organisation-wide alignment, and ensure disciplined follow through with well-defined implementation plans, including guiding divisions in the formulation of their respective work plans. • Drive the Enterprise Risk Management (ERM) process within MTI to proactively anticipate challenges and support informed decision making. • Support the development of agendas and organising frameworks for MTI-Exco and senior management meetings, and coordinate the implementation of agreed strategies across clusters. • Design and implement strategic resource allocation frameworks, principles and tools (e.g. resourcing principles, benchmarks, reporting and evaluation mechanisms), to support the prudent and strategic allocation of budget and manpower resources across the MTI family. • Work closely with stakeholders to understand resource requirements and priorities, balance competing demands, and uplift resource management capabilities within MTI and the Firefly Family (e.g. conducting robust Cost-Benefit-Analysis). • Support the work of key Ministerial-level economic strategy decision making platforms and related work-streams. Requirements You should possess the following attributes and capabilities: • A strong interest in Singapore’s economy and economic strategies. • Relevant experience in corporate planning or resource management will be an advantage. • Strong analytical skills and ability to deal with complexity and ambiguity. • A strong learning orientation including intellectual curiosity, comfort with developing and refining new ideas, and a desire to improve processes and outcomes. • Excellent stakeholder management, communication and interpersonal skills, with the ability to navigate diverse and sometimes competing stakeholder interests • Proficiency in Excel is preferred, experience in data analysis or reporting tools would be an added advantage.
