Step 2 · The role

Policy FormulationPolicy & Planningtemporarydirector

The Government can only deliver on our urban transformation plans with a strong Built Environment (BE) sector. The Manpower & Productivity Team plays an important role to ensure that our BE sector is well supported by manpower, technologies, capabilities and other enablers (e.g. public procurement, innovation programmes, enterprise development support), to deliver on our building aspirations. As our manpower and land constraints tighten, this role involves working with WOG and industry stakeholders to balance difficult trade-offs, rethink existing policies and approaches, and try out creative solutions to unleash the potential of the BE sector. Responsibilities Key areas of work could include: (i) Accelerating the adoption of advanced BE technologies through a variety of levers (e.g. innovation, grants, procurement, regulations) so that we can build better and build faster; (ii) Monitoring the health and capacity of the BE sector to meet our development needs, and engendering a pro-enterprise environment for our BE sector to thrive; and (iii) Developing a strong core of local capabilities and talents as we embark on more complex and challenging projects, as well as projects in emerging areas (e.g. coastal protection). (iv) Recalibrating our foreign worker policies so that the construction sector has access to the necessary manpower while managing possible disamenities and taking good care of our foreign workforce; The officer can expect a rigorous and rewarding experience that will sharpen highly transferrable skills in policy analysis, balancing trade-offs, stakeholder management, scheme design, data analysis, public communications, amongst others. The officer will also gain exposure to a variety of policy domains including foreign and local manpower policies, industry development, technology and innovation, procurement policies, legislation etc. Requirements 1. A team player who fits into the division’s dynamic and vibrant culture. 2. Strong communicator who can build strong working relationships with a wide range of WOG and industry stakeholders. 3. Self-motivated, resourceful, open to challenges and have the “can-do” spirit. 4. Enjoys rigorous analysis, problem-solving and data-driven policy work.
