Step 2 · The role

HealthcareHealthcarecontractmanager

As a policy officer with the Home Care team, you will formulate, review and implement policy frameworks for home-based care services—supporting our seniors to age well at home. You will be working in a fast-paced and dynamic environment that would require the ability to manage multiple priorities and stakeholders at the same time. Responsibilities You will work closely with service providers, partner agencies, and divisions within MOH to formulate policies grounded in operational realities, with a focus on the roll out of Age Well Neighbourhoods. You will drive the full policy development cycle, from making sense of needs on the ground, articulating the overall strategy for home care, designing and refining service models, to securing resources for our programmes, engaging stakeholders, and evaluating outcomes. The role sits at the intersection of policy and implementation, so you will synthesise data and ground-level insights to generate robust policy options and exercise sound judgement to manage competing priorities. Requirements Candidates should preferably have: • Tertiary qualification in any discipline. Relevant qualifications and/or prior experience in healthcare-related or policy-formulation roles would be an advantage but are not required • Strong critical thinking, writing and presentation, and numeracy skills • Comfortable with technical complexities • Ability to work independently and as a team, and manage different groups of stakeholders. Key Competencies Required: • Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations and recommend appropriate public communications support; ability to appreciate timelines, operating context and ground realities. • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. • Improving & Innovating – Open to continually improve, innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders – Able to mobilise and rally partners and stakeholders towards a collective purpose and outcome. As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
