Step 2 · The role
Rehabilitation & Social Mobility (RSM) Policy Directorate develops policies and programmes which: a) Deliver stability, self-reliance and social mobility for lower income families b) Protect individuals and families from abuse and neglect or problem gambling c) Rehabilitate individuals from social dysfunction. Family Intervention Division develop and review policies which enhance intervention, stability and resilience of youth-at-risk and vulnerable families (including those with problem gamblers). Responsibilities You will be part of a team of officers who will be working with other Ministries and Divisions within MSF and our stakeholders to formulate and conceptualise comprehensive family service policies and programmes. In particular, your work on family services targeting moderate-to-high-risk vulnerable families and individuals will focus on designing systems and policies that intervene upstream and downstream to influence family functioning, reduce risk and strengthen protective factors. Your responsibilities as a Assistant Director (Family Intervention) will include: • Collaborate with external stakeholders and partners across Ministries and Divisions to formulate, implement and evaluate family service policies targeting moderate-to-high-risk vulnerable families. • Work closely with policy, operations and practice divisions within MSF to ensure seamless integration between policy development, service delivery and frontline practice, facilitating regular coordination and alignment across different functional areas. • Conceptualise and design upstream and downstream intervention systems that influence family functioning, reduce risk factors and strengthen protective factors. • Conduct policy research and analysis to inform evidence-based approaches to family service delivery and intervention strategies. • Plan and carry out stakeholder engagement activities with partners, service providers and other stakeholders/beneficiary groups to ensure responsive policy development. • Monitor and evaluate the effectiveness of family service policies and programmes, using data analysis to inform continuous improvement and refinement. • [If given supervisory responsibilities] Lead a team of officers to carry out the above responsibilities. Requirements Competencies required: • [Policy Development & Analysis] Formulate comprehensive policies by analysing complex social issues, evaluating evidence, and developing frameworks that address the needs of vulnerable families while considering implementation feasibility. • [Cross-Agency Collaboration] Build and maintain effective partnerships across government divisions, external agencies and community stakeholders to ensure coordinated policy development and service delivery. • [Programme Design & Implementation] Conceptualise and design family service programmes from inception to implementation, ensuring alignment between policy objectives and operational delivery mechanisms. • [Stakeholder Engagement] Develop and execute engagement strategies with families, service providers, and community partners to inform policy development and ensure responsive service design. Requirements: To be successful in this role, you must have/be: • Possess excellent written skills and verbal skills to engage effectively with diverse stakeholders • Strong project management abilities with experience in managing complex timelines and coordinating multi-stakeholder initiatives • Strong collaborative skills and teams ethos to work effectively across multiple divisions • Ability to translate complex policy concepts and research findings into accessible language/non-technical jargon for diverse audience • Interest or experience in social policy development or related fields (3 – 5 years’ experience) would be advantageous • Knowledge of family systems theory, risk assessment frameworks and intervention approaches would be advantageous
