Step 2 · The role

Social and Community DevelopmentPolicy & Planningcontractmanager

You will play a pivotal role in strengthening partnerships between the Ministry and social service agencies, developing frameworks or processes that enhance service delivery of key social service agencies, and supporting sector-wide transformation through strategic planning and partnership development. Working collaboratively with MSF divisions, the National Council of Social Service (NCSS), and partner agencies, you will be part of a dynamic team driving meaningful change across the social service sector. Specifically, you will be part of a team that: Partnership Development and Design: Design and implement partnership frameworks or processes with key social service agencies, ensuring alignment with national social service priorities and driving models that improve service delivery. Stakeholder Engagement and Relationship Management: Plan strategic discussion with senior management of key social service agencies, and provide support to Senior Directors and Directors in the engagements with social service agencies. Strategic Analysis and Planning: Take a data-driven approach to consolidate agencies' data from multiple divisions, analyse emerging trends and insights, and build a comprehensive understanding of the provider landscape across sector, sub-sector, programme, and regional levels. Findings will inform capability development, provider identification and selection, and performance management. This work will also involve a review of the roles and contributions of key partners and stakeholders in supporting effective service delivery, drawing on broader strategic analysis and ground insights. Cross-Sector Collaboration: Partner closely with the National Council of Social Service (NCSS) to support joint initiatives in strengthening key social service agencies. Requirements • Prior experience in social service or a related field is an advantage. • Excellent stakeholder management skills with an ability to communicate, rally together and work effectively with multiple internal and external stakeholders • Strong interest in social issues and partnership • Good analytical, written and communication skills • Able to take responsibility for projects and work independently Functional competencies expected of a Policy and Planning officer: • Systems Thinking - (a) Assess and develop policy solutions taking into account agency objectives and larger system implications and trade-offs for other policies within organisation and (b) Identify larger system policies/ developments that will affect policy domain • Internal Stakeholder Alignment - a) Identify relevant internal stakeholders and obtain relevant inputs on policy issues and (b) Engage internal stakeholders on policy decisions and relevant considerations to achieve alignment • Co-create and Co-deliver with External Stakeholders- (a) Engage external stakeholders for inputs (b) Support engagements with external stakeholders for co-creation and co-delivery • Sector/Industry Network Devt – (a) Monitor trends and develop clear, concise and up to date presentation materials, including brochures and newsletters (b) Plan and organise industry engagement events and activities (c) Plan and develop communication strategies to increase mindshare on policies and initiatives
