Step 2 · The role
This role sits within the HR Sector Development department and focuses on strengthening Singapore’s workforce competitiveness by developing the country’s human capital ecosystem for businesses, while also raising the professionalism and capabilities of the HR sector. You will work closely with government agencies, tripartite partners, employers and industry stakeholders to shape policies, drive strategic initiatives and build partnerships that support Singapore’s long-term economic transformation through stronger human capital and a more progressive HR ecosystem. Responsibilities • Formulate and implement policies and strategies to strengthen Singapore's workforce competitiveness and human capital ecosystem. • Lead the development and implementation of the Singapore Opportunity Index (SOI), a national initiative that measures objective workforce outcomes and encourages employers to adopt progressive workforce and human capital practices. • Analyse labour market, workforce and industry trends to inform policy development and strategic decision-making. • Develop initiatives to strengthen Singapore's HR profession and ecosystem, including enhancing capabilities and encouraging innovation and adoption of progressive workforce practices. • Build and manage partnerships with government agencies, tripartite partners, employers, trade associations and industry stakeholders to advance national workforce priorities. • Lead cross-agency and multi-stakeholder projects, and represent MOM in engagements with senior stakeholders. Requirements We are looking for individuals who enjoy shaping policies, developing strategies and working across stakeholders to deliver meaningful national outcomes. You should have: • At least 8 years of relevant experience in policy development, strategy, corporate planning, sector or industry development, workforce or economic policy, or related fields. • Strong analytical and strategic thinking skills, with the ability to translate insights into practical policy recommendations. • Experience using data and research to support policy development and strategic planning. • Strong stakeholder management, communication and project management skills. • Ability to influence stakeholders, build partnerships and lead complex cross-functional initiatives. • A proactive, resourceful and self-driven approach to solving complex policy challenges. Candidates with backgrounds in policy, strategy, economic development, sector development, corporate planning or related fields are encouraged to apply. Experience in workforce, manpower or human capital-related policy would be an advantage but is not required; what matters most is a genuine passion and interest for these areas of work.
