Step 2 · The role
The mission of the Singapore Food Agency (SFA) is to ensure and secure a supply of safe food for Singapore. As part of SFA's efforts to enhance food security and resilience, the Resource Strategy Department drives the long-term planning and development of agri-food infrastructure and enabling ecosystem through resource strategies, policy development, commercial planning. The successful candidate will be part of a multidisciplinary team working with stakeholders across government agencies, operators, and tenants to develop innovative infrastructure modalities, ensuring relevancy and currency of resource-related policies, and commercial solutions that support and advance Singapore’s agri-food ecosystem. Responsibilities Resource Planning • Assess long-term land, sea space and infrastructure needs, and develop resource strategies to support Singapore’s agri-food production and distribution requirements. • Review resource-related instruments and schemes to ensure that agri-food infrastructure remains relevant, resilient and aligned with sector needs. Space Policy and Governance • Review and develop land, sea space and infrastructure policies, regulatory levers and tender conditions to support strategic resource allocation. • Establish governance frameworks to manage policy, operational and regulatory risks, including ownership and operating models such as Company Limited by Guarantee and Design-Build-Own-Operate arrangements. Commercial Strategy & Plans • Undertake feasibility studies, market assessments and funding/financing strategies for shared services and new infrastructure. • Develop commercial and operating models, including the manpower and funding needed to support infrastructure projects. • Identify and secure tenants, developers, operators and partners, and negotiate agreements aligned with demand, market needs and key commercial risks. Requirements The successful candidate should also possess: • Relevant experience in policy planning, and economic/financial analysis. • Familiarity with infrastructure planning, real estate domain would be an advantage • Strong analytical and strategic thinking skills, with the ability to develop practical and well-considered solutions. • Excellent written, communication and stakeholder management skills. • Ability to work across multidisciplinary teams and navigate ambiguity. • Self-motivation and a strong sense of initiative.
