Description of Group: You will be part of the Rehabilitation and Protection Group (RPG) that undertakes the statutory functions in the rehabilitation of adult and youth offenders, and the protection of children, families and vulnerable adults (VAs). Description of Branch: As part of the RPG family, the Protective Service (PSV) is a statutory service and it leads in policies and processes to safeguard the safety and wellbeing of vulnerable persons in Singapore. The science and art of our work remain very much firmly rooted in keeping vulnerable persons safe from harm, working in partnership with families and stakeholders such as schools, hospitals and other community partners. The Service Planning Branch will drive strategic planning for PSV, strengthen operational systems and processes to enhance effective service delivery, and shape the ecosystem for protection of vulnerable persons. Responsibilities Brief description of Job Scope: The job holder will be responsible for: a. Reviewing, planning and implementing policies, processes and services for RPG’s Protective Service to ensure the safety and well-being of vulnerable persons, including children and vulnerable adults in Singapore; and b. Providing support for strategic planning and public communications for RPG’s Protective Service and the protection ecosystem in Singapore. Responsibilities: • Work on strategic plans for PSV and collaborate with internal and external stakeholders on whole-of-government and ministry-level policy matters and reviews, including legislative amendments. • Work on manpower resourcing proposals to meet the manpower resourcing needs of PSV. • Manage public communications relating to domestic violence and abuse, including Parliamentary questions, media queries and trend reports. • Coordinate and provide support for inter-agency work areas relating to domestic violence and abuse. Requirements Requirement: • Background preferably in social science disciplines. • Strong communication (written and oral) and stakeholder engagement skills with the ability to articulate complex ideas clearly and concisely. • Strong analytical skills, ability to synthesise complex data and information. • Strong in systems thinking and strategic planning. • Project management skills. • Knowledge and experience in policy or systems work will be an advantage. • Able to work effectively in a fast-paced environment. • Adaptive with an eye for innovation. • Work independently as well as contribute effectively in a team setting.
