The National Research Foundation (NRF) is a department within the Prime Minister's Office. NRF sets the national direction for research, innovation and enterprise (RIE) by developing policies, plans and strategies; funding strategic initiatives that strengthen our scientific and technological capabilities, growing the RIE talent base, enabling economic and national impact through research and innovation, and fostering RIE collaboration in Singapore and internationally. Responsibilities Reporting to the Deputy Director, RIE Partnerships, you will be responsible for: • Develop and maintain regional and bilateral priorities and strategies for NRF's international partnerships, including deep dives on key countries of interest and the development of targeted engagement strategies to advance Singapore's RIE2030 interests. • Plan and drive bilateral cooperation platforms and joint collaboration initiatives with international counterparts, while supporting Singapore's and NRF's participation in multilateral and plurilateral partnerships to sustain strategic relationships and reinforce Singapore's position as a leading and trusted science, technology and innovation hub. • Engage international government counterparts, international organisations (e.g. the European Commission), research institutes, innovation players and other relevant stakeholders. Identify, assess and cultivate new strategic partners and collaboration modalities in areas of mutual interest. • Manage and coordinate international engagements, including hosting of high-level foreign delegation visits, assessment of international partnership requests, and planning of strategic overseas engagements. • Maintain oversight of key RIE international collaborations and work closely with RIE entities and government agencies to optimise efforts and enhance synergies across Singapore's RIE international partnerships. Requirements • Background in International Relations, Political Science, Public Policy or related disciplines preferred; candidates with a Science or Engineering background are welcome to apply; • Relevant working experience in international relations, partnerships, diplomacy or a related field; • Strong analytical abilities with a broad sense of perspective, and the ability to synthesise complex information into clear, actionable insights; • Excellent communication and interpersonal skills with the ability to work effectively with internal teams, government agencies and senior stakeholders; • A collaborative team player who is self-motivated and comfortable managing multiple priorities across different workstreams; • Keen interest in science, technology and innovation topics; • Previous experience managing international partnerships or engagements, including coordinating with foreign counterparts and multilateral organisations, is preferred.
