HTX is looking for a suitable candidate to support Singapore’s fire safety standards through the routine processing and assessment of licensing applications related to Petroleum and Flammable Materials. You will be forward deployed to Singapore Civil Defence Force (SCDF) Headquarters under Hazmat Department, Licensing Branch to handle process-driven tasks related to regulatory compliance, including regular site inspections to verify compliance to safety codes. This role is ideal for candidates who thrive in routine, knowledge in reading engineering plan, structure work environments with a focus on safety, protocols and compliance. Responsibilities • Process storage and pipeline licence applications and renewals in a timely manner, ensure compliance with established guidelines, and recommend approval to the Approving Officer (AO). • Conduct scheduled and unscheduled inspections to verify compliance with licensing requirements and recommend enforcement action to the AO where non-compliance is identified. • Support the AO in reviewing P&FM licensing requirements and processes to ensure they remain current with industry best practices and international standards. • Investigate fire incidents involving P&FM, identify breaches of fire safety requirements and support follow-up regulatory or enforcement actions as necessary. • Engage P&FM storage and pipeline licensees to improve their understanding of and compliance with licensing requirements. • Handle public enquiries on P&FM storage and pipeline licensing and regulatory matters. • Meet KPI targets for storage and pipeline licence processing. Requirements • Tertiary qualification in Engineering, preferably Chemical or Mechanical or any related engineering discipline • At least 5 years experience in the P&FM industry or knowledge of the local Fire Code and various Codes of Practices related to P&FM • Self-motivated and able to work independently as well as in a team • To possess good verbal, written and interpersonal skills All new appointees will be appointed on a contract till 31st December 2027.
