Step 2 · The role
Our work in the Resilience and Engagement Division (RED) centres on strengthening national identity, enhancing social cohesion and solidarity, and commitment to contribute to the common good. We do this through three pillars of work which have an impact on both locals and newcomers into Singapore society: fostering a strong and inclusive sense of national identity, helping newcomers integrate into Singapore and appreciate what it means to be part of Singapore, and promoting a culture of volunteerism and giving. You will be part of our team that reviews and formulates policies, strategies and plans to strengthen citizens’ sense of belonging to Singapore, social cohesion and solidarity, and commitment to contribute to the common good. Our work focuses not only on Singaporeans, but also supporting the integration of newcomers into Singapore society. Responsibilities Our team designs and implements sense-making mechanisms (e.g. surveys, focus group discussions) to assess the state of national identity, cohesion and solidarity in Singapore. This informs our strategies and programming. We engage a wide range of stakeholders – government agencies, community partners and citizens – to design, implement and evaluate these programmes and initiatives. Your responsibilities include: • Developing an understanding of concerns on the ground and the drivers of integration outcomes and drivers of Singaporeans’ sense of national identity. • Monitoring and analysing the state of integration between locals and newcomers in Singapore and Singaporeans’ sense of national identity. • Developing and reviewing policies and programmes to improve integration outcomes and national identity. This will involve working with other government agencies to address cross-cutting issues. • Staffing committees that co-ordinate and drive the agenda on integration and national identity such as the National Integration Council. • Enlisting and engaging non-government stakeholders to co-create solutions, and drive efforts to help integrate newcomers into Singapore society. • Overseeing the legislative framework and guidelines governing the use of Singapore’s National Symbols. Requirements Competency Requirements Stakeholder Engagement • Identifies and engages key stakeholders strategically, fostering a strong sense of national identity and commitment to Singapore • Builds and sustains relationships with diverse stakeholders, promoting initiatives that strengthen Singaporeans' rootedness and the integration of newcomers to our society Data-driven Policy Analysis • Utilises data analytics to review existing policies, programmes, and initiatives, assessing their effectiveness and impact • Develops evidence-based recommendations for new or improved integration and national identity strategies, leveraging insights from complex data analysis Deep Critical Thinking • Synthesises diverse information to identify critical issues, applying analytical thinking to develop effective, evidence-based policy solutions • Navigates complex societal contexts to translate intricate policy concepts into clear, actionable recommendations for stakeholders Clear and Concise Writing • Express main ideas clearly and concisely in writing Design for Implementation and Communication • Formulates policies that integrate strategic communications considerations from inception, ensuring effective public engagement and understanding • Develops practical policy solutions with a keen awareness of implementation challenges, balancing ideals with on-the-ground realities Other Requirements • Deep understanding of Singapore’s political and social contexts • Good networks across ministries and agencies Experiences • Experience in coordinating cross-agency collaborations and initiatives Personality Traits • A passion for Singapore and keen interest to contribute to our mission of building national identity • A self-starter who is mature, resourceful and meticulous • Works well within and across teams by building rapport and trust with others • Possess a natural bias for action and a strong drive to effect change, solve problems, and see tasks through to completion
