Policy FormulationIndustry/Sector Development & Programmecontractmanager

The job holder will develop Singapore's space ecosystem and drive cutting-edge technology programmes to ensure readiness to deliver space capabilities important to Singapore. The role operates at the intersection of strategic ecosystem development and forward-thinking technology leadership within a collaborative, passionate and fast-paced environment. Responsibilities 1. Space Technology Strategy and Ecosystem Analysis This role involves maintaining a rigorous pulse on national technology needs, capability development plans, and international advancements. You will conduct comprehensive analyses of global space trends and emerging technologies to pinpoint critical gaps within the domestic ecosystem. By identifying both capability shortfalls and high-impact breakthrough opportunities in space systems, you will develop a strategy that bridges current limitations with future technological possibilities, ensuring Singapore’s competitive and future-ready position in the global space sector. 2. Programme Conceptualisation and Development This role will conceptualise ambitious research programmes designed to close identified gaps while advancing cutting-edge capabilities in areas such as on-orbit servicing, advanced spacecraft technology, quantum technologies, AI applications, and space-based Earth observation. This involves developing targeted intervention plans and creating comprehensive programme master plans, technical roadmaps and measurable success metrics, to ensure that all initiatives drive ecosystem growth and achieve technology development milestones. 3. Management of Space Programmes and Technology Translation This role will manage the Space Access Programme (SAP) and shepherd translation of developed technologies from the Space Technology Development Programme (STDP) to the Singapore space ecosystem. 4. Earth Observation (EO) Hub Development This role will develop EO Hub policies and drive EO programmes to accelerate data utilisation and analytics capability development in the Singapore space ecosystem. Requirements • At least 7 years of relevant experience in technology project management, research, and/or strategy in space or remote sensing industries • Demonstrated ability to lead complex, multidisciplinary efforts across multiple technical domains • Excellent interpersonal, communication and influencing skills • Visionary thinking with high tolerance for ambiguity and risk • Strong programme management and leadership capabilities • Strong team player • Ability to quickly grasp and deep dive into technical domains • Prior experience with space technology and international experience or extensive professional networks outside of Singapore's space ecosystem would be preferred
