Policy FormulationPublic Communicationscontractmanager

The Income Security Policy Division (ISPD) leads MOM’s efforts in empowering Singaporeans to plan and save for a secure retirement. Within ISPD, the Financial Planning Programme Department (FPPD) spearheads strategic communications, research, policy development, and international advocacy efforts to improve Singaporeans' financial wellbeing and retirement adequacy. FPPD also co-leads MoneySense—Singapore's national financial education programme—with the Monetary Authority of Singapore (MAS), helping Singaporeans manage their money well and make informed financial decisions on their own. You will help develop and advance engagement and partnership efforts to improve financial literacy and retirement adequacy for Singaporeans. This involves working closely with both government agencies and non-government entities, including people sector organisations and industry players, to enhance outreach to different segments of Singaporeans. You will also support strategic communications and youth engagements efforts to optimise the reach and impact of financial literacy initiatives. This could include working with National Youth Council (NYC), Ministry of Education (MOE), MAS, as well as various communications entities such as MOM's Communications and Engagement Department (CED) and Central Provident Fund Board (CPFB) on public communications efforts. Responsibilities • Support the implementation of youth communications and engagements plan, including working with government agencies to (i) conceptualise and organise programmes and initiatives to raise financial literacy among youths; and (ii) develop digital strategies and tools, and gamification to facilitate positive financial planning behaviour • Optimise outreach and impact of public communications on financial and retirement planning to raise the overall financial well-being of Singaporeans, which could include efforts to develop and drive strategic policy communication • Work with Institute of Financial Literacy (IFL), MoneySense’s main outreach arm, to provide financial literacy education programmes and workshops to the public, especially the youths Requirements • Tertiary qualification in relevant fields such as Business, Communication Studies, Psychology, Social Science or Public Policy • Fresh graduates welcome; candidates with 2-3 years of working experience in strategic communication, policy communication, partnership and engagement, or communication and behavioural science research preferred • Strong interest in financial planning, retirement adequacy, youths and/or CPF policies • Good inter-personal, stakeholder management, project management and leadership skills • Strong communication and writing skills • Self-driven and resourceful PwDs are welcome to apply.
