Policy FormulationPolicy & Planningcontractdirector

The Family & Early Childhood (FEC) division sits under the Family and Child Development (FCD) Policy Directorate. The FEC division formulates and reviews policies that promote and strengthen families, in support of MSF’s macro outcomes to support marriage and parenthood actualisation and build strong and resilient marriages and families. Responsibilities Families are the bedrock of Singapore society. As Assistant Director (Family Policy), you will shape the policies and strategies that help Singaporeans build strong, resilient families — from supporting marriage and parenthood to ensuring that every child gets a good start in life, and that families are supported to care for elderly members with dignity. You will lead a team of policy officers across three broad areas of work. Strengthening Family Ties and Support Structures You will review and develop policies that promote strong family relationships across all life stages, with a particular focus on ensuring that elderly persons are well-supported by their families as they age. This includes identifying gaps in existing frameworks and working with MSF's Family Life Group (FLG) to translate policies into effective programmes and services on the ground. Strengthening Safeguards for Vulnerable Persons You will lead the review of the Mental Capacity Act and related policies, including those governing professional donees and deputyship, to ensure the legislative framework keeps pace with evolving needs and adequately protects persons who lack mental capacity. You will also drive efforts to encourage Singaporeans, especially the elderly, to plan ahead through instruments such as the Lasting Power of Attorney (LPA), reviewing policies and strategies to improve awareness and uptake. Funding and Legislative Review You will review MSF's funding approach for family services to ensure support is well-directed and fiscally sustainable, and lead reviews of key legislation including the Women's Charter, Mental Capacity Act, and Child Development Co-Savings Act to keep them aligned with policy objectives. Throughout all of this, you will work closely with FLG, NPTD and other stakeholders to implement, monitor, and continuously refine your policies based on evidence and ground feedback. Requirements • Good analytical, written and communication skills • Ability to propose and build support for evidence-based policies and solutions to address multi-faceted issues and perspectives • Good interpersonal and stakeholder management skills • Proactive in working with stakeholders to translate policies and solutions into implementation and monitor results for improvement • Prior supervisory experience and/or demonstrate leadership potential to lead a team and coach officers Only shortlisted candidates will be notified within 4 weeks from the closing date of this position.
