At Family Life Group (FLG), our mission is to build strong and resilient families and support them through all stages of life through our policies, programmes and publicity efforts, to realise our vision of making Singapore a great place for families. Responsibilities The Services Division (SVC) oversees a range of Government services and schemes designed to enable and encourage family formation and support families through different life stages. The Baby Bonus Branch administers the Baby Bonus Scheme, which is a key initiative to support marriage and parenthood in Singapore. The Operations Policy and Planning Unit is responsible for ensuring the proper administration of the Baby Bonus Scheme. Its core work involves looking into how scheme initiatives are designed and implemented and conducting service journey reviews. We are looking for individuals who are keen to contribute to MSF's mission of fostering strong and happy families to join our team. Our work is meaningful, visible, and directly felt by the families we serve. This will be an excellent opportunity to hone your skills in (a) scheme administration involving operations and ops policies; and (b) planning and executing service delivery projects. You will see your work reflected in the processes and guidelines that govern a national scheme, and in the service improvements that make a tangible difference to families across Singapore, Requirements • You will work at the intersection of policy, operations, and service delivery, working closely with stakeholders across the public and private sectors. • You will be involved in: o Operations policy and governance — reviewing and developing ops policy guidelines and SOPs that govern how the scheme is administered, and contributing to scheme enhancements, ensuring that policy intent is faithfully translated and effectively operationalised o Service delivery and digital transformation — providing input on service redesigns and supporting projects that modernise scheme administration, with a focus on improving the experience for both citizens and administrators o Cross-functional analysis — drawing on stakeholder input and data to identify gaps, surface insights and make the case for process and policy improvements across teams and agencies Competencies Required: • Good written and communication skills • Good inter-personal skills working with teams and partners across public and private sectors • Strong analytical skills, resourceful and meticulous • Self-driven, independent and open to learning and trying new skills and areas of work • Prior experience in operations policy, service delivery-related work or change management is an advantage but not a prerequisite.
