Step 2 · The role

Social and Community DevelopmentPolicy & Planningcontractmanager

You will join a dynamic team within the Enabling Division (EN) to drive and coordinate policies to support persons with disabilities across a wide range of areas, such as training, employment, care services, and accessibility. Beyond formulating and reviewing policies, we work with stakeholders across the public, people and private sectors to co-create and co-implement the recommendations of the Enabling Master Plan which guides Singapore towards becoming a more caring and inclusive society. Responsibilities • The Enabling Division develops and reviews policies to build a more inclusive society where persons with disabilities are empowered and enabled to achieve their potential, guided by the Enabling Masterplan 2030. • You will play an active role in strategy development, policy formulation and service planning to enhance the accessibility, affordability and quality of disability services. You will assess the impact of services, refresh demand projections, identify emerging gaps to address, and propose refinement or creation of new service models to enable persons with disabilities to live and participate in the community. • You will collaborate with various stakeholders across Government, SG Enable, social service agencies and industry partners in cross-agency policy reviews, to co-develop solutions and implement initiatives. • The Sector Strategy & Planning branch is also responsible for coordinating the Enabling Masterplan, collaborating with agencies and partners to develop strategies and implementation plans across the Enabling Masterplan focal areas, and tracking and communicating progress. • You will work with partners to plan and carry out engagements with various stakeholders at different domestic and international platforms to share the Enabling Masterplan strategy, raise disability awareness and encourage ground-up efforts to achieve the Enabling Masterplan vision. Requirements • Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; able to crystalise core issues via clear and concise writing and presentations • Drive and curiosity to learn, empathise and engage to understand the issues • Able to work effectively within a team and with stakeholders to drive alignment on policy positions and approaches • Able to connect issues with larger system, identify and manage inter-dependencies • Able to use data (analytics) to support policy analysis • Effective project management, time management and organisation skills to deliver outcomes You will be notified whether you have been shortlisted within 4 weeks from the closing date of this job posting.
