As a Lead Product Manager, you will hold significant ownership over your product domain, driving it from concept to reality while aligning with the broader programme goals. The role blends deep, hands-on product ownership with leadership of a small and growing team of product managers, working day-to-day alongside agency stakeholders, policy owners, and design and engineering teams. What you will be working on Lead Product Manager — Access to Justice & Regulation, Ministry of Law (MLAW) As Lead Product Manager for Access to Justice and Regulation at the Ministry of Law (MinLaw), you will lead the product strategy and transformation of two of MinLaw's major business verticals. Your portfolio will span four product domains: Assess to Justice • Legal — helping people who need legal assistance obtain and navigate representation. • Community — helping people resolve disputes early and turn legal outcomes into real-world resolution and compliance. Regulation • Licensing — enabling legitimate operators to receive timely permission to operate without compromising regulatory safeguards. • Enforcement — helping regulatory teams detect and address risks before they cause serious harm. Together, these products touch important moments for individuals, businesses and professionals — from seeking legal help and resolving disputes to entering and operating within regulated sectors. You will help MinLaw rethink how these services should work, organise technology around enduring user problems and policy outcomes, and build the product teams and common capabilities required to deliver them. In This Role, You Will • Own the product strategy across two domains: Access to Justice and Regulation, translating MinLaw's policy outcomes, user needs, operational challenges and technology opportunities into a coherent portfolio direction. • Lead and coach Product Managers, giving teams sufficient autonomy to solve their respective problems while ensuring that product strategies reinforce the outcomes of the wider vertical. • Define and use outcome measures, establishing meaningful measures of product success and using evidence to understand whether interventions are improving outcomes rather than simply delivering features. • Drive the transition from projects to products, establishing enduring ownership and continuous discovery and development instead of treating digitalisation primarily as a sequence of fixed-scope system implementations. • Partner deeply with policy and operations, understanding the intent behind legislation, regulation and government programmes while challenging historical processes that unnecessarily constrain user experience or operational effectiveness. • Work in close partnership with Engineering and Design leadership, ensuring that product strategy is desirable for users, feasible to build, operationally viable and technically sustainable. • Navigate complex product trade-offs, balancing accessibility, regulatory safeguards, policy intent, operational realities, security, cost, delivery risk and long-term sustainability. You'll Thrive in This Role If... • You can lead at multiple levels of abstraction. You are comfortable moving from a conversation about MinLaw's strategic outcomes to a product strategy, an investment decision or a specific user problem — without losing sight of how they connect. • You think in portfolios, not just products. You understand that good product leadership sometimes means investing in one product, sharing capabilities across several, consolidating existing solutions or deciding not to build something at all. • You are an experienced product leader. You have led complex digital products or platforms and can coach Product Managers rather than needing to personally make every product decision. • You bring clarity to ambiguity. You can take complex policy, operational and user problems and turn them into clear product choices that multidisciplinary teams can act on. • You think in outcomes rather than systems. You naturally ask what problem we are solving and how we will know whether people's lives or regulatory outcomes have improved, rather than starting with a system, feature or predetermined solution. Experience in government, legal services, regulation or similarly complex domains is advantageous, but not essential. We value demonstrated product leadership, judgement and the ability to learn complex domains over familiarity with a particular industry. What Success Looks Like You will have succeeded when: • MinLaw is managing Access to Justice and Regulation as products, not collections of systems and projects. Teams have clear ownership of enduring problems and outcomes, with strategies that persist beyond individual initiatives or technology refreshes. • There is evidence that the products are making a difference. Teams have meaningful measures of success and can demonstrate how their work is improving outcomes for the people, businesses and officers who rely on MinLaw's services. • MinLaw makes better portfolio choices. Investment decisions are increasingly driven by user and policy outcomes, evidence and strategic priorities — including deliberate decisions about what to build, reuse, consolidate, change or stop. • The portfolio becomes simpler over time. Common needs across products and regulatory regimes are solved through shared capabilities and platforms where appropriate, reducing unnecessary duplication and fragmentation. • Product teams can respond more quickly to change. New policies and emerging needs can increasingly be addressed by evolving existing products and capabilities rather than starting new technology projects from scratch. Why This Role Is Different This role sits at an unusual intersection of product leadership, law, regulation, public policy and technology. You will not be responsible for a single application or transformation programme. You will lead product strategy across two major areas of MinLaw's mission and work with multiple Product Managers and multidisciplinary teams to transform how those outcomes are delivered. Some of the problems will require excellent individual products. Others will require common platforms or capabilities spanning several products. Some may be solved through data or AI. And sometimes the right product decision will be to simplify a process or change an operating model rather than build more technology. The challenge is to see these connections and make deliberate choices about where product teams and technology can create the greatest public value. The product portfolio, teams and practices you establish will shape how MinLaw delivers access to justice and regulation for years to come.
