Step 2 · The role
The Strategic Planning (Planning & Transformation) team maintains an overview of MOM’s work and collaborates with MOM divisions/departments to: (a) drive strategic planning through ensuring alignment with MOM’s mission and vision (b) enable transformation by driving, innovating and formulating Ministry-level plans to contribute to whole-of-government efforts in Public Sector Transformation. Responsibilities • Workplans and key planning platforms to facilitate strategic discussions and alignment on MOM’s purpose, goals and strategies, e.g. Strategy Group retreats for senior management, MOM Family Retreat, Workplan presentations and Work Plan Seminar • Horizon scans and futures research to understand plausible futures and articulate the potential impact on MOM, and help build future-oriented mindsets or capabilities • Conduct brownbag sessions to crowdsource and identify multi-domain and cross-cutting problem statements requiring innovative and long-term thinking for further study by the MOM Strategic Issue Group (MSI) • Review of the MOM Strategy Map and support coordination efforts • Strategic engagements with external stakeholders, e.g. Head of Civil Service and Public Service Commission visits to Ministry Families • Public Sector Transformation (PST), e.g. driving MOM’s transformation, staffing the DS-chaired MOM Transformation Platform meetings, provide half-yearly update to senior management on MOM’s Policy, Business and Organisational Transformative moves and giving MOM’s inputs to Whole-of-Government initiatives and updates on MOM’s transformation journey Requirements This portfolio requires the officer to apply a wide range of skills, such as: • Strategic planning and conceptual thinking • Clear and concise writing • Effective communication and presentation • Engagement and people management • Teamwork and collaboration • Effective coordination and time management • Appreciation and application of common work AI tools and technology The ideal candidate would be one who is independent, adaptable and resourceful, with strong analytical and inter-personal skills, and a team player. To excel, you should be: • Self-motivated and able to work independently • Able to exercise self-judgement and surface issues for guidance as needed • Able to manage ambiguity and propose solutions or alternatives to problems • Agile and adaptable. Open to venturing outside comfort zones and taking calculated risks, to come up with innovative yet pragmatic solutions • Meticulous and detailed oriented with strong time management • Observant, well-disposed to learning new things (including concepts related to tech and data), and able to discern and imagine as well as articulate the impact of new trends on MOM • Able to analyse and synthesise diverse data and information to derive insights with practical applications to MOM • A team player who can work with others to find common ground, generate win-win ideas Relevant experience in strategic planning and futures research is preferred, but not mandatory.
