Policy FormulationPolicy & Planningcontractmanager

Responsibilities The Income Security Policy Division (ISPD) drives national efforts to empower Singaporeans in achieving greater financial security in retirement. Within ISPD, the Retirement System Department lead policies to help Singaporeans meet retirement, housing and healthcare needs through the Central Provident Fund (CPF) system. Your work will directly impact how Singapore’s evolving workforce, including platform workers and self-employed persons, build their retirement savings. You will also work closely with agencies such as CPF Board, Ministry of Finance (MOF), Ministry of Health (MOH), Ministry of National Development (MND) to shape policies affecting housing, healthcare, and retirement adequacy for Singaporeans. This role offers exposure to Singapore’s wider social security landscape, where you will learn to translate data insights into policies that balance competing priorities and public expectations. You will have the opportunity to work on the following: • Analyse workforce trends and CPF contribution patterns to design retirement policies for Singapore's evolving workforce; • Propose policy solutions, from behavioural nudges to government support, to better help platform workers and self-employed persons grow their retirement savings; • Drive reviews to optimise the use of CPF savings for housing and healthcare needs, while safeguarding long-term retirement adequacy; • Oversee the full policy process from scheme design, stakeholder consultations to implementation and public comms; and • Engage in efforts to streamline the collection of CPF contributions, so as to improve the employer and employee experience for businesses and Singaporeans. You can also look forward to a collaborative and nurturing working environment, with supervisors supporting your career development. Requirements • Strong interest in social policies; background in public policy (e.g. relevant degree, previous work experience) will be advantageous • Strong analytical and writing skills • Good interpersonal and communication skills, and ability to work with diverse stakeholders • Initiative and drive to independently understand and manage complex issues • Familiarity with data analysis and visualisation tools is helpful but not required • Fresh or upcoming graduates are welcome to apply
