Step 2 · The role
Policy design and programme evaluation is the systematic analysis of policies, programmes and schemes to assess their impact, effectiveness and efficiency. You will be part of a dynamic, multi-disciplinary team that oversees and manages policy design and programme evaluation in MTI. Responsibilities Oversees and manages MTI Family’s Policy Design and Programme Evaluation Framework: i. Oversee MTI-Family Policy Design and Programme Evaluation framework that articulates logic models, theories of change, evaluation designs, data collection and analysis methods; ii. Engage policy and programme owners to identify needs for evaluation, and work with them to ensure pre-, during, and post-implementation evaluation plans are in place in accordance with the framework. Conduct Evaluations and Follow-up with Policy Recommendations: i. Conduct independent evaluation of policies and programmes using appropriate quantitative and qualitative methods; ii. Report and present evaluation findings to policy makers and senior management; iii. Make recommendations and ensure learning points are incorporated into policy design cycle and work processes; iv. Ensure evaluations are used to support funding and resource allocation decisions. Support Capability Development Across Government: i. Help build a network of evaluation experts (e.g. economists, social scientists, data scientists) to support the policy cycle in the MTI Family; ii. Facilitate and support the development of a repository of evaluation resources and data; iii. Share learning points within MTI Family and community of practice. Requirements • Qualifications in Economics, Public Policy, Accounting, Statistics, Data Science or other relevant disciplines are preferred. Relevant work experience in these areas is preferable. • Strong critical and analytical thinking skills. • Strong project management skills and well-versed in process design and internal stakeholder management. • Good understanding of a range of qualitative and quantitative research and evaluation methods. Familiarity with tools such as the following: cost efficiency (e.g., Cost-Effectiveness Analysis, Cost-Benefit Analysis); process evaluation (e.g., monitoring and reviewing interim results and incurred costs, benchmarking); programme outcome and impact evaluation (e.g. econometric analysis) will be an advantage. • Good communication (verbal and written) and presentation skills, and ability to facilitate conversations effectively. • Good team player as well as an independent worker.
