The Early Childhood Development Agency (ECDA) is the regulatory and developmental agency for the early childhood sector in Singapore, jointly overseen by the Ministry of Education (MOE) and the Ministry of Social and Family Development (MSF). We oversee children's development below the age of seven across kindergartens and childcare centres, spanning quality standards, professional development, programme affordability, and early intervention services. You will be part of the Professional Learning & Pedagogy Excellence branch within Professional Development & Standards division and lead the Professional Learning unit which looks into the design, development and implementation of professional learning for Early Childhood (EC) and Early Intervention (EI) educators, strengthening their knowledge, skills, confidence and professional practice. The role combines professional learning expertise with people leadership, operational execution and strategic thinking to build a cohesive learning culture, translate organisational priorities and future directions into meaningful learning experiences for educators and improve their practice. Responsibilities • Lead the design, implementation and evaluation of non-classroom-based professional development initiatives for EC and EI educators. • Identify educator capability gaps through data, observation, feedback and emerging sector developments. • Translate research on effective professional learning, pedagogy and sector best practices into practical learning experiences for educators. • Provide professional leadership in EC/EI pedagogy and inclusive practice, including support for children with developmental needs. • Develop communities of practice, professional learning resources and peer-learning mechanisms. • Evaluate effectiveness and impact of programmes and initiatives based on changes in educator capability and professional practice. Requirements • A degree in any discipline with at least 8 years of working experience across complex organisational or sector environments • A professional qualification in early childhood, education or related disciplines, as well as experience in adult learning, curriculum and pedagogical leadership, would be advantageous. • Strong team leadership and stakeholder-management skills, with experience in coaching and developing capable teams, fostering a collaborative and high-performing culture, and building trust and shared ownership across practitioners, partners, institutions and experts. • Strategic, systems and operational leadership, with the ability to translate organizational priorities and emerging sector needs into coherent professional learning strategies, oversee planning and resourcing, use evidence to improve the portfolio, and deliver measurable outcomes. • Excellent communication, analytical and change-leadership skills, with the ability to align diverse perspectives and support stakeholders through change.
