Step 2 · The role

EnforcementRegulation, Enforcement & Compliancecontract

The Community Relations Unit (CRU) was established to address severe neighbour noise disputes and hoarding cases as part of the enhanced Community Disputes Management Framework. CRU was piloted in Tampines HDB estates from April 2025, and the model was expanded nationwide on 1 September 2026. While most neighbour disputes can and should be resolved through dialogue and mediation, a small minority involve excessive and prolonged noise disturbances that cause significant distress to multiple residents. CRU focuses on these severe neighbour noise cases across public and private housing estates. As Team Leader (Investigation and Enforcement), you will lead a team of Community Relations Officers (CROs) and oversee the end-to-end management of investigations and enforcement actions for CRU cases. You will report to the Deputy Director of CRU. Responsibilities You will provide operational leadership and oversight for CRU’s investigation and enforcement work, ensuring that cases are managed effectively, consistently and in accordance with established policies and procedures. Your key responsibilities will include the following: • Providing direction and supervision to CROs, and ensuring that investigations and enforcement actions are thorough, timely and conducted in accordance with established SOPs. • Leading engagements with partner agencies, such as HDB, PA, SPF and AIC, to coordinate the effective management of cases. • Reviewing and clearing CROs’ case submissions, enforcement documents and service replies to ensure their accuracy, quality and compliance with established requirements. • Providing management with timely updates on case progress, key issues and matters requiring further direction. • Developing CROs’ capabilities through coaching, appropriate training and regular feedback. • Reviewing and developing recommendations to improve SOPs. This role offers the opportunity to lead a newly established nationwide function and contribute directly to supporting residents affected by severe neighbour noise disputes. Requirements • Leadership and supervisory experience in an operational environment. • Experience in investigation and enforcement. • Strong analytical and problem-solving abilities, with sound judgement in handling complex and sensitive cases. • Strong written and verbal communication skills, with the ability to present case findings and recommendations clearly and succinctly. • Empathy, sensitivity and the ability to appreciate residents’ perspectives when handling complex or contentious cases. • Strong interpersonal and stakeholder engagement skills, with the ability to work effectively with residents, frontline officers and partner agencies.
