Step 2 · The role
The Built Environment (BE) sector is integral to the design, construction and maintenance of Singapore’s cityscape and infrastructure. However, the sector will need to confront the existential challenges of global climate change, energy and manpower constraints, changing demographics and values, and ageing infrastructure in the coming years. Addressing these challenges requires the ability to manage the trade-offs between the desired outcomes of greater safety, resiliency, quality, sustainability, liveability and as well as to strike a balance between industry regulation and development/promotion. Responsibilities You will be part of a passionate policy team in MND’s Infrastructure Division which serves as an advocate for businesses within the Built Environment (BE) sector, seeking and acting on suggestions on how rules and regulations imposed on the industry can be improved, saving businesses time, effort and money, while creating a nimble, forward looking and agile regulatory regime. You will champion regulatory innovation by steering rules review efforts across the BE sector. This includes staffing our Political Office Holders for the Inter-Ministerial Committee (IMC) on Pro-Enterprise Rules Review which reviews cross-cutting regulatory issues across the Whole-of-Government and reduces compliance burden for businesses. You will also support regulatory reviews to improve productivity across the BE sector, including through the Action Team to Improve Built Environment Productivity chaired by the Minister for National Development. This will involve working with agencies and industry stakeholders to identify regulatory, process and implementation issues that may affect productivity, and propose practical measures to streamline requirements, strengthen coordination and support sector-wide transformation. Further, you will lead the transformation of the sector through various initiatives, including encouraging digitalisation and adoption of regulatory technologies across the sector. In your capacity as Secretariat for the BE Rules Review Panel (RRP) chaired by PS/ND, you will work across 11 public agencies that perform regulatory functions in the BE sector. You will also serve as the deskhead for the Professional Engineers Board, giving you direct exposure to professional development and sector governance. Through your work, you will have the exciting opportunity to translate strategic intent and objectives to policy moves and programmes, and work closely with ministries and agencies across the Whole-of-Government. Depending on your level of seniority and experience, you may be given the opportunity to lead a small team. Requirements • A team player who fits into our division’s vibrant environment, and who can strengthen relationships with our agencies • Experience in regulatory policy development and/or operationalisation would be looked upon favourably • A strong command of English, both written and spoken • Strong interpersonal, analytical and problem-solving skills • A sense of initiative and dynamism • Attention to detail
